"The Pay Trend Survey is a long-established mechanism and is credible and reliable. The net pay trend indicators derived, together with other factors including the state of Hong Kong's economy, the Government's fiscal position, changes in the cost of living, the staff sides' pay claims and civil service morale will be considered by the Chief Executive-in-Council in deciding the civil service pay adjustment for 2017-18," a CSB spokesman said.

In accordance with the established practice, the staff sides will submit their pay claims for the 2017-18 pay adjustment to the Government. For this purpose, the CSB will meet with representatives of the staff sides of the four central consultative councils and the four major service-wide staff unions, and will reflect their views to the Chief Executive-in-Council.
