Contractors convicted and fined for illegal disposal of construction waste at Pik Sha Road, Sai Kung

     Two minor works contractors who illegally disposed of construction waste at Pik Sha Road, Sai Kung, were convicted and fined a total of $20,000 at Kwun Tong Magistrates' Courts today (May 4) for contravening the Waste Disposal Ordinance (WDO).

     Enforcement officers of the Environmental Protection Department (EPD) conducted a blitz operation last year and intercepted on-site two men depositing eight bags of rubble and some plastic pipes on the roadside in a public place at around 6pm on November 9. The waste was found to be generated from the swimming pool renovation works of a nearby housing estate. After investigation and with the evidence collected, it was confirmed that the people involved were works contractors. They were subsequently prosecuted by the EPD in accordance with Section 16A(1) of the WDO.

     Under the WDO, it is an offence for anyone to dispose of waste in a public place or on government land or without the permission of the land owners. First-time offenders are liable to a maximum fine of $200,000 and six months' imprisonment. A maximum fine of $500,000 and six months' imprisonment may be imposed on second or subsequent convictions.

     The spokesman reminded works contractors and workers that they should dispose of construction waste properly. Reusable materials or waste with recycling value should be collected by recyclers, while non-recyclable waste should be delivered to appropriate waste management facilities, such as designated waste transfer stations, public fill reception facilities or landfills for treatment or disposal.
