Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (April 5) announced the appointment of Mr Edmond Lee Chun-man and Ms Winnie Tsui Wan-wah as District Judges. The appointments will take effect from April 6, 2017.

     The appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.

     As Mr Edmond Lee Chun-man was the Senior Assistant Director of Public Prosecutions in the Department of Justice prior to the appointment, he will not, for six months after joining the Judiciary, preside over criminal trials. 

     The biographical notes of the two appointees are as follows:

Mr Edmond Lee Chun-man

     Mr Lee was born in Hong Kong in 1969. He obtained LL.B. and P.C.LL. from the City University of Hong Kong in 1991 and 1992 respectively. He acquired a Master of Laws degree from the University of Hong Kong in 1997. He was admitted as Solicitor in Hong Kong and in England and Wales in 1994 and 1997 respectively. He was in private practice from 1994 until he joined the then Legal Department as Crown Counsel in 1996. He was promoted to Senior Government Counsel in the Department of Justice in 1999 and Deputy Principal Government Counsel in 2012. He took up the post of Senior Assistant Director of Public Prosecutions in 2012.

Ms Winnie Tsui Wan-wah

     Ms Tsui was born in Hong Kong in 1973. She obtained a Bachelor of Arts Degree in Jurisprudence from the University of Oxford in 1995 and a Postgraduate Diploma in Legal Practice from the College of Law, England in 1996. She was admitted as Solicitor in England and Wales and in Hong Kong in 1998 and 1999 respectively. She was called to the Hong Kong Bar in 2005. She was in private practice for periods between 1999 and 2014, and was appointed as Deputy District Judge for periods in 2014, 2015 and 2016.
