SED on Basic Competency Assessment Research Study

     Following is the transcript of remarks by the Secretary for Education, Mr Eddie Ng Hak-kim, at a media session after attending the Hong Kong ICT Awards 2017: Best Student Invention Award presentation ceremony today (March 30):

Reporter: If you proceed with the assessment (Basic Competency Assessment Research Study (BCA)) for one more year, how would you explain to teachers and parents opposed to the assessment?

Secretary for Education: As I said, we have done quite a lot of consultations and involvement among all the schools, principals, parents' groups and parent-teacher associations of schools in all the 18 districts, as well as school sponsoring bodies. If you remember, on January 23 this year, I had a major meeting with all of them. At the meeting we all announced the support for the BCA 2017. That is an example. Therefore we need to continuously clarify the difference between drilling and so on, versus TSA (Territory-wide System Assessment), versus BCA. This is one thing we must continue doing. My colleagues, together with principals and professional educators, have been making a lot of efforts, going to each district, talking to parents directly. And also, as we are providing a lot more professional support to each and every school in need, most of them actually see the value of having the BCA.
