Construction works for submarine intake and outfall facilities of Tseung Kwan O Desalination Plant authorised

     The Chief Executive in Council, after considering the objections received, has authorised the proposed reclamation works within an area of approximately 2.24 hectares of foreshore and seabed at Joss House Bay for the construction of the submarine intake and outfall facilities of the proposed Tseung Kwan O desalination plant. The notice (www.gld.gov.hk/egazette/pdf/20172112/egn201721121490.pdf) was gazetted today (March 24).

     The works include construction of a submarine intake pipeline of about 250 metres in length and a submarine outfall pipeline of about 350 metres in length by trenchless construction method; construction of an intake structure and outfall diffusers involving small scale dredging of seabed; and erection of a temporary works area at the end sections of the submarine intake and outfall pipelines to facilitate the construction of the intake structure and outfall diffusers.

     The intake and outfall facilities are essential components of the proposed Tseung Kwan O desalination plant, which will provide a strategic alternative water resource not susceptible to climate change to safeguard Hong Kong’s water security.

     The notice of authorisation together with its related plan are posted near the site. The notice and the plan can also be seen at the following locations/website:

* Lands Department Survey and Mapping Office (23/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong) (where copies of the plan can be purchased on order);

* Sai Kung Home Affairs Enquiry Centre, Sai Kung District Office (G/F, Sai Kung Tseung Kwan O Government Complex, 38 Pui Shing Road, Hang Hau, Tseung Kwan O, New Territories); and

* Lands Department's website (www.landsd.gov.hk) under Government Notices.

     Any person who considers that he or she has an interest, right or easement in or over such foreshore and seabed that will be injuriously affected by the above reclamation may deliver a written claim for compensation to the Director of Lands, 20/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, by March 24, 2018.
