LegCo Public Accounts Committee visits Civil Aviation Department (with photos)

     The Legislative Council (LegCo) Public Accounts Committee (PAC) conducted a visit to the Civil Aviation Department (CAD) today (March 15) to observe the operation of the new Air Traffic Management System (ATMS).

     Accompanied by Director of Audit, Mr David Sun, and Director-General of Civil Aviation, Mr Simon Li, members first visited the Air Traffic Control (ATC) Tower to learn more about the aerodrome traffic control operation after the full commissioning of the operation of the new ATMS.

     Members then visited the new ATC Centre and received a briefing by representatives of CAD on the key features of the new ATMS and observed its live operation. Members also took the opportunity to visit the ATC Radar Simulator and the Tower Simulator to have a better understanding on how ATC staff members were trained on using the new ATMS.

     During the visit, senior management of CAD explained to members in details the recent incidents involving the new ATMS and the enhancements made to the system, such as the implementation of the satellite-based Automatic Dependent Surveillance–Broadcast and the optimization of system software.

     The visit enabled members to follow up on issues raised in the PAC Report No. 63A on "Administration of the air traffic control and related services" tabled at the Council meeting on June 3, 2015.      Members who participated in the visit included the Chairman of PAC, Mr Abraham Shek, the Deputy Chairman of PAC, Mr Kenneth Leung, and PAC members Mr Steven Ho, Mr Lam Cheuk-ting and Miss Tanya Chan.
