The Chief Executive in Council has approved the draft Tung Chung Town Centre Area Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Tung Chung Town Centre Area," a spokesman for the Town Planning Board said today (February 17).

     The planning scheme area, covering a total area of about 341.66 hectares, is located on the north shore of Lantau Island to the southeast of the Hong Kong International Airport (HKIA) at Chek Lap Kok. The area is the town centre of Tung Chung New Town and it extends from Kei Tau Kok on the northern coast of Lantau Island in the east to Tung Chung Bay and Tung Chung Valley to its west. In the north, the area is bounded by Ying Hei Road and the existing coastline, while in the south, it is enclosed by a series of mountain slopes as a backdrop.

     About 4.99 hectares are zoned "Commercial" for commercial developments functioning as the commercial centre in the town centre. The major commercial cluster covering three commercial sites is located around the Tung Chung Railway Station. This commercial cluster acts as a gateway to the town centre from HKIA and other areas in Hong Kong through North Lantau Highway.

     About 54.47 hectares are zoned "Residential (Group A)" which is intended primarily for high-density residential developments. It covers land reserved for both public and private residential developments.

     About 3.57 hectares are zoned "Residential (Group B)" which is intended primarily for medium-density residential developments.

     About 16.9 hectares are zoned "Village Type Development" which is to reflect existing recognised and other villages, and to provide land considered suitable for village expansion and reprovisioning of village houses affected by Government projects.

     About 36.64 hectares are zoned "Government, Institution or Community". This zone is intended primarily for the provision of Government, institution or community facilities serving the needs of the local residents and/or a wider district, region or the territory.

     About 40.97 hectares are zoned "Open Space" for the provision of outdoor open-area public space for active and/or passive recreational uses. It covers a future town park to the northeast of Yat Tung Estate, a future waterfront park to the west of Ma Wan Chung Village, the waterfront open spaces in Area 52 (Part) and other existing and planned open spaces.

     Land designated for specific uses including "Breakwater", "Petrol Filling Station", "Pier", "Railway Station", "Railway Ventilation and Other Associated Plants", "Sewage Pumping Station", "Stormwater Attenuation and Treatment Ponds", "Traction Substation cum Portal" and "Cable Car Terminal and related Commercial Development", totalling about 3.62 hectares, are zoned "Other Specified Uses".

     About 103.6 hectares are zoned "Green Belt" covering the foothills of Pok To Yan and Por Kai Shan, the Fong Yuen area and the natural vegetated areas. This zone is intended to define the limits of urban and sub-urban development areas by natural features and to preserve the existing topography and natural vegetation at the fringe of the new town as well as to provide passive recreational outlets.

     About 9.49 hectares are zoned "Conservation Area" covering Wong Lung Hang, and its riparian areas, and the mature woodland located to the south of Sheung Ling Pei Village. This zone is intended to protect and retain the existing natural landscape, ecological or topographical features of the area for conservation, educational and research purposes and to separate sensitive natural environment from the adverse effects of development.

     The approved Tung Chung Town Centre Area OZP No. S/I-TCTC/22 is now available for public inspection during office hours at the Secretariat of the Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sai Kung and Islands District Planning Office, the Islands District Office and the Tung Chung Rural Committee.

     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Board's website (www.info.gov.hk/tpb).
