The Environmental Protection Department (EPD) announced today (December 23) that, following an open tender, the Po Leung Kuk (PLK) has been appointed to operate the Sham Shui Po Community Green Station (CGS). The contract will commence on April 1, 2017 and will last for three years.

     The Sham Shui Po CGS, which is the fifth CGS project completed, is located between Yen Chow Street and Tonkin Street underneath the West Kowloon Corridor (the location map is at Annex). It is expected to commence operation in mid-2017.

     An EPD spokesman said, "We appoint non-profit-making organisations to operate CGSs through open tendering. The PLK has received the overall highest scores in technical and price assessment. It is a well-established organisation with abundant social service experience in Sham Shui Po District. Moreover, the PLK has been operating the Eastern CGS since last year. We believe the PLK can consolidate their experience from the Eastern CGS to maximise the impact of the Sham Shui Po CGS."

     Similar to other CGS projects, the PLK will provide the local community with a collection service for various recyclables, which mainly comprise those of low value such as electrical appliances, glass containers, compact fluorescent lamps and tubes and rechargeable batteries, while a small amount of waste paper, waste plastic and waste metal may also be collected. The project will also include a wide range of environmental education programmes to promote the message of "Use Less, Waste Less" and "Clean Recycling" at the community level.

     The Sha Tin CGS and the Eastern CGS commenced operation last year, while the Kwun Tong CGS and the Yuen Long CGS are at the final stage of preparation to commence operation by January 2017. It is anticipated that the Sham Shui Po CGS will commence operation in mid-2017. With more CGSs coming into operation, the Government will establish a network of CGSs with the dual functions of community recyclables collection and environmental education in the 18 districts, so as to implement various waste reduction initiatives.

     In view of the fact that the service contracts for the Sha Tin CGS and the Eastern CGS will end in 2018, the EPD will invite tenders in the first quarter of 2017 for follow-on service contracts. The next batch of new CGS projects will include the Tuen Mun CGS, the Tai Po CGS, the Kwai Tsing CGS and the Islands CGS. The tendering programme will be announced in due course.
