     Following is the transcript of remarks by the Secretary for Innovation and Technology, Mr Nicholas W Yang, at a media session after attending the Hong Kong Science Park Expansion Programme Ground Breaking Ceremony today (November 22):

Reporter: Are you happy with the work progress of your bureau? Is it a bit slow?

Secretary for Innovation and Technology: No, I've just explained to this lady's question. Because it was not until February that we presented all the policies, which involved about $18 billion of funding. And then it was in four months' time, probably by the middle of July, we received all the funding approval from LegCo. And then today is November, we started to present our so-called "the beginning of the execution". This is reasonable because with each funding programme, we try to get opinions from the public, from the industry. And also we have to take some time to make sure the set-up is good so that we can be open, fair and just in each of our funding programmes. So it's quite good.
