Construction of seawater outfalls for district cooling system in West Kowloon Cultural District

     The Government proposes to allow the West Kowloon Cultural District Authority to construct seawater outfalls within an area of approximately 250 square metres of the foreshore and seabed in West Kowloon to support the District Cooling System in West Kowloon Cultural District. The extent of the area affected is stated in a notice published in the Government Gazette today (October 21).

     The proposed works are scheduled to commence in late 2016 and to be completed by 2022. The proposed works will include:

(i) construction of a pair of permanent seawater outfalls along a section of an existing seawall;
(ii) installation of a pair of temporary seawater outfall pipes at the top of the existing seawall which will be removed upon completion of the permanent seawater outfalls; and
(iii) reconstruction of the above section of the existing seawall (about 30 metres long).

     The notice together with its related plan is posted near the site. The plan can also be seen at the following locations:

* Lands Department Survey and Mapping Office (23/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong) (where copies can be purchased on order);
* Yau Tsim Mong Home Affairs Enquiry Centre of the Yau Tsim Mong District Office (G/F, Mong Kok Government Offices, 30 Luen Wan Street, Mong Kok, Kowloon); and
* Lands Department's website (www.landsd.gov.hk) under Government Notices.

     Any person who considers that he or she has an interest, right or easement in or over the foreshore and seabed involved may submit a written objection to the Director of Lands, 20/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong within two months from the above-mentioned date, i.e. on or before December 21, 2016. The notice of such objection shall describe the interest, right or easement of the objector and the manner in which he or she will be allegedly affected.
