Deputy Commander of Hong Kong Garrison praises CSD passing-out members (with photos)

     The Correctional Services Department (CSD) held a passing-out parade at its Staff Training Institute in Stanley today (October 7) with 26 Officers and 110 Assistant Officers II having completed their recruitment training.
 
     Addressing the passing-out parade, the Deputy Commander of the Chinese People's Liberation Army Hong Kong Garrison, Major General Liao Zhengrong, noted that the passing-out members elected to join the CSD to serve the community and he expressed pride in their efforts.
 
     Mr Liao said the passing-out members have joined the department in their prime to realise the goal of serving the community with commitment and devotion. 
 
    He pointed out that the rule of law is one of the core values of Hong Kong. As the final component of Hong Kong’s criminal justice system, the CSD is an unwavering guardian of this value. Holding steadfast to its mission of protecting public safety and reducing crime, the department places equal emphasis on custody and rehabilitation.
 
     The CSD has always been committed to maintaining good order and discipline in correctional facilities as well as working tirelessly to implement various rehabilitation programmes, with an emphasis on fostering young people’s moral development and law-abiding life, he said.
 
     Mr Liao said that through active participation in voluntary work to uphold the “We Care” spirit, correctional officers have won the respect and accolades of the community by safeguarding public interests and ensuring social stability.
 
     Throughout the 19 years since Hong Kong’s return to the motherland, the Hong Kong Garrison has been committed to implementing the key principle of “one country, two systems” and adherence to the Basic Law, the Garrison Law and the laws of the Hong Kong Special Administrative Region (HKSAR), he said.
 
     He said that the Hong Kong Garrison has been on garrison duty in the HKSAR in accordance with the law, faithfully performed the duty of safeguarding the security of Hong Kong, continuously enhanced core competencies, actively taken part in community services, enhanced public understanding of the Hong Kong Garrison, and strived for maintaining the long-term stability and prosperity of Hong Kong.
 
     Through mutual support and close co-operation, the Hong Kong Garrison has all along maintained a good relationship with the CSD. Friendship between the two sides has been deepening. In the future, the Hong Kong Garrison hopes to continue to strengthen exchanges and co-operation with the CSD for the safety and prosperity of Hong Kong, Mr Liao said.
 
     Mr Liao noted that the passing-out members are about to perform the sacred duties of their respective posts as conferred by the law. He said he believed that the knowledge, skills and experience they have acquired over the past months would give impetus to their love for Hong Kong and allegiance to the motherland.
 
     It was also his belief that the members will fulfil their aspirations to steadfastly uphold the values of the CSD, namely integrity, professionalism, humanity, discipline and perseverance, enhancing the rule of law and safety of the public, he said. Through their service, the HKSAR will become even more prosperous and brilliant, he added.
 
     The Officers and Assistant Officers II who graduated today have completed stringent training programmes lasting 26 weeks and 23 weeks respectively. Two Officers were awarded the Principal's Shield and four Assistant Officers II were awarded the Golden Whistle for their outstanding performance.
