Education Bureau signs Memorandum of Understanding with Quality and Qualifications Ireland (with photos)

     The Education Bureau of the Hong Kong Special Administrative Region Government (HKSARG) and Quality and Qualifications Ireland (QQI) today (September 23) signed a Memorandum of Understanding (MOU) on the development of the Qualifications Framework (QF).

     The MOU was signed by the Deputy Secretary for Education, Mr Brian Lo, and the Director of Quality Assurance at Quality and Qualifications Ireland, Dr Bryan Maguire. The signing ceremony was witnessed by the Permanent Secretary for Education, Mrs Marion Lai, and the Deputy Consul General of Ireland in Hong Kong, Ms Isobel O’Connor.

     This is the second MOU signed by the HKSARG with a jurisdiction in Europe on the development of the QF, after an MOU signed with the Scottish Credit and Qualifications Framework Partnership in March 2012.

     The MOU provides the framework for collaboration between Hong Kong and QQI on the QF. It also strengthens the partnership and collaboration that support the development and implementation of the QF of both places.

     "The MOU signifies a key milestone in the co-operation on QF between the two places. It enhances exchange and sharing of experience, and promotes mutual understanding of the QF of both places," Mr Lo said.

     The main text of the MOU is available on the Hong Kong QF website (www.hkqf.gov.hk).

    The QQI is the state agency responsible for maintaining the National Framework of Qualifications (NFQ) of Ireland, setting standards for awards in the NFQ, and advising on the recognition of foreign qualifications in Ireland and on the recognition of Irish qualifications abroad.
