Electrical and Mechanical Services Trading Fund 20th Anniversary Ceremony held (with photos)

     The Electrical and Mechanical Services Department (EMSD) today (September 15) held the Electrical and Mechanical Services Trading Fund (EMSTF) 20th Anniversary Ceremony at the EMSD Headquarters Building. The ceremony was officiated by the Chief Secretary for Administration, Mrs Carrie Lam, and was attended by the Secretary for the Civil Service, Mr Clement Cheung, and the Permanent Secretary for Development (Works), Mr Hon Chi-keung.
 
     Addressing the ceremony, Mrs Lam said that the innovative EMSTF has been enhancing its productivity and service quality as well as ensuring the effective use of public resources by improving its management strategies over the years. She commended the EMSTF for becoming a reliable partner to its clients through 20 years of hard work and achieving the Government's original objectives of establishing the EMSTF by improving its efficiency and quality of service. She said she hoped that the EMSTF would continue to uphold its values of "innovation", "sustainable development" and "caring for all" and contribute to the building of a progressive and harmonious society.
 
     The Director of Electrical and Mechanical Services, Mr Frank Chan, said in his speech that electrical and mechanical services cover all public facilities in Hong Kong and are closely related to the daily life of the public. He stressed that the value of the EMSTF lies in enhancing the quality of people's lives by providing premium services. Hong Kong is now on its course of transforming into a low-carbon smart city, and the EMSTF will also continue its effort in improving its electrical and mechanical asset management to support the development of Hong Kong.
 
     Mr Chan also received the certificate of Platinum Rating under BEAM Plus for Existing Buildings from the Hong Kong Green Building Council at the ceremony. The EMSD Headquarters Building is the first existing government building to be awarded the highest BEAM Plus rating, and is an exemplary project in promoting green government buildings. 

     Established in 1996, the EMSTF has been providing electrical and mechanical engineering services to various government departments and public organisations on a self-financing and commercial basis. In the past 20 years, the overall productivity and business size of the EMSTF have increased by 30 per cent and over 100 per cent respectively. The EMSTF's financial performance has all along been meeting the target as set by the Government. The EMSTF's Customer Satisfaction Index has achieved a new high this year which is 30 per cent higher than that in the earliest days of the EMSTF.
