Hong Kong and Mainland hold second meeting on notification mechanism

     The Secretary for Security, Mr Lai Tung-kwok, and the Vice Minister of Public Security, Mr Chen Zhimin, today (July 28) co-chaired the second meeting on improving the reciprocal notification mechanism in Shenzhen.

     A government spokesman said, "A working meeting was held between the two sides to further discuss how to improve the notification mechanism. The two sides conducted a comprehensive, in-depth, candid and practical discussion on the reciprocal notification mechanism, including the substantive arrangements on the time frame, content, scope and channel. The two sides also reviewed the actual operation of the notification mechanism, consolidated experience and discussed how to meet the aspirations of the public of the two places in the meeting."

     Both sides agreed to uphold the principle of "one country, two systems"; abide by the Constitution, the Basic Law and related laws of both places; and adhere to the principles of acting in accordance with the law, embracing differences, identifying mutually beneficial grounds and protecting human rights. These principles will be put in writing into the new notification mechanism. The meeting yielded concrete and satisfactory progress on the regulation and improvement of the notification mechanism. Both sides agreed to take forward the work as soon as possible.

     Officials of the Hong Kong Special Administrative Region Government attending today's meeting included the Deputy Commissioner of Police (Operations), Mr Wong Chi-hung; the Commissioner of Customs and Excise, Mr Roy Tang; the Director of Immigration, Mr Erick Tsang; the Assistant Director of the Operations Department of the Independent Commission Against Corruption, Mr Tong Wing-tak; and the Law Officer (International Law) of the Department of Justice, Ms Amelia Luk.

     Others joining the meeting with the Ministry of Public Security included representatives from the Hong Kong and Macao Affairs Office of the State Council, the Supreme People's Procuratorate and the General Administration of Customs.
