The Secretary for Security, Mr Lai Tung-kwok, concluded his visit to Guangxi this morning (May 12) and arrived in Guangdong.

Mr Lai met with the Secretary of the CPC Guangxi Zhuang Autonomous Region Committee, Mr Peng Qinghua, in the morning. Mr Lai expressed his gratitude to respective Guangxi authorities which, with support from the Ministry of Public Security and in collaboration with the law enforcement agencies in Guangdong, Yunnan and Xinjiang and other provinces, work jointly with the Hong Kong Police to conduct dedicated operations against human-smuggling activities at the Hong Kong-Mainland boundary. The operations have achieved remarkable success in arresting thousands of non-ethnic Chinese illegal immigrants on the Mainland and over 140 members of human smuggling syndicates.

"Under the leadership and support from the Ministry of Public Security, the law enforcement agencies in Guangxi will continue to make persistent efforts in working jointly with their counterparts in other provinces and cities and the Hong Kong Police, coupled with their professional investigations, to crack down on human trafficking syndicates," Mr Lai said.

Mr Lai arrived in Guangzhou in the afternoon today. He had a meeting with officials from the Guangzhou General Station of Exit and Entry Frontier Inspection, followed by a visit to the Guangzhou Baiyun International Airport to learn more about immigration control arrangements.

Mr Lai then attended a meeting on combating the smuggling of non-ethnic Chinese illegal immigrants with officials from the Ministry of Public Security, Guangdong Provincial Public Security Department, Public Security Frontier Corps of Guangdong and Shenzhen General Station of Exit and Entry Frontier Inspection.

All parties in the meeting agreed that the law enforcement agencies in Guangxi, Guangdong and other related provinces, under the leadership of the Ministry of Public Security, should continue to work with the Hong Kong Police in a bid to combat Hong Kong-Guangdong boundary human trafficking activities at source and step up co-operation on interception, investigation, intelligence exchange and enforcement.

Upon his arrival in Guangxi earlier, Mr Lai visited the SWAT Team of Nanning Public Security Bureau. He also met with Vice Chairman of Guangxi Zhuang Autonomous Region, Mr Huang Ribo, to discuss strategies on enforcement against the smuggling of non-ethnic Chinese illegal immigrants and other matters of mutual concern.

Mr Lai will depart for Shenzhen tomorrow morning (May 13) to visit the Shenzhen and Huanggang Border Control Points before returning to Hong Kong in the afternoon.
