Pilot scheme on articulation of Hong Kong sub-degree graduates to top-up degree programmes by Huaqiao University launched

     A pilot scheme on the articulation of Hong Kong sub-degree graduates to top-up degree programmes offered by Huaqiao University in Fujian Province was officially launched today (March 18) for applications for the 2016/17 academic year.

     The Chief Secretary for Administration, Mrs Carrie Lam; the Secretary for Education, Mr Eddie Ng Hak-kim; the Permanent Secretary for Education, Mrs Marion Lai; the Director General of the Education, Science and Technology Department of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR), Mr Li Lu; Assistant Counsel of the Department of Culture of the Overseas Chinese Affairs Office of the State Council, Mr Liang Zhiwei; a delegation from Huaqiao University, and representatives of Hong Kong partnering institutions attended an announcement ceremony for the scheme. The President of Huaqiao University and representatives of 17 Hong Kong partnering institutions signed a framework agreement at the ceremony.

     Speaking at the ceremony, Mr Ng said, "The implementation of the scheme marks a new milestone of co-operation in higher education between the HKSAR and Fujian Province, and opens up opportunities for Hong Kong sub-degree graduates to be articulated to Mainland institutions. The HKSAR Government will continue to facilitate the smooth implementation of the scheme, and we hope the scheme will not only bring more valuable pathways for sub-degree graduates to continue their studies, but also enhance exchanges between Hong Kong students and Fujian students, as well as between institutions of the two regions."

     According to the scheme's arrangements, Hong Kong sub-degree graduates may apply for 11 disciplines at Huaqiao University, namely international business, finance, international economics and commerce, Chinese language and literature, broadcasting and television media, business administration, tourism management, computer science and technology, engineering management, design-related programmes, and physical education. Huaqiao University will admit applicants on a merit basis to the two-year programmes. Upon completion of the courses and credits required by Huaqiao University and attainment of the requirements of a bachelor's degree, students will be awarded bachelor's degrees in their respective disciplines.

     Application starts today and will continue until April 8. A list of the 17 Hong Kong partnering institutions is at Annex. Sub-degree graduates of the partnering institutions may make enquiries and submit applications through their respective institutions.      The scheme is being implemented on a pilot basis for the admission of two cohorts of students to Huaqiao University in the 2016/17 and 2017/18 academic years respectively, after which it will be reviewed on its effectiveness.
