The Government announced today (March 17) that Miss Janice Tse Siu-wa, Deputy Secretary for Food and Health (Health), will take up the post of Director of Home Affairs on April 11, 2016, succeeding Mrs Pamela Tan Kam Mi-wah who has proceeded on pre-retirement leave after over 38 years of service.
The Secretary for the Civil Service, Mr Clement Cheung, said, "Miss Tse is a seasoned Administrative Officer with rich experience in public administration as well as proven leadership and management skills. I have every confidence that she will serve the community with professionalism in her new capacity and rise to the challenges ahead."
On the retirement of Mrs Pamela Tan, Mr Cheung said, "Mrs Tan has rendered over 38 years of loyal and dedicated service, significantly contributing to the development of Hong Kong.
"During Mrs Tan's tenure as Director of Home Affairs, she actively promoted the development of district administration and assisted in enhancing the role and functions of District Councils, ensuring that provision of community services and facilities could better meet public aspirations. She also co-ordinated departments' efforts in handling emergencies and providing relief services, rising up to various challenges, as well as spearheaded a myriad of initiatives to foster societal cohesiveness."

Mrs Pamela Tan Kam Mi-wah

Mrs Tan joined the Administrative Service in October 1977 and reached the rank of Administrative Officer Staff Grade A in July 2002.
Mrs Tan has served in different policy bureaux and departments, including the former Social Services Branch, the Social Welfare Department, the former Finance Branch, the former Regional Services Department, the former Deputy Chief Secretary's Office, the former Trade and Industry Branch, the former Civil Service Branch, the former Monetary Affairs Branch, the Central Policy Unit and the former Financial Services Branch. She was Director of Administration and Development in the Department of Justice from February 1999 to June 2000, Commissioner for Labour from June 2000 to June 2003 and Director of Home Affairs from June 2003 to January 2016.

Miss Tse joined the Government in June 1987. She served in the Executive Officer and Labour Officer Grades before joining the Administrative Service in June 1988, rising to the rank of Administrative Officer Staff Grade B1 in April 2013.
The career of Miss Tse has spanned across a wide range of policy bureaux and departments including the former City and New Territories Administration, the former Constitutional Affairs Branch, the former Civil Service Branch, the former New Airport Project Co-ordination Office, the former Economic Services Branch, the former Health and Welfare Branch, the Hong Kong Economic and Trade Office in Brussels, the former Finance Bureau, and the former Economic Development and Labour Bureau. She was Deputy Secretary for Transport and Housing (Transport) from July 2007 to September 2009, Head (eHealth Record) of the Food and Health Bureau from September 2009 to December 2011, and has taken up the position of Deputy Secretary for Food and Health (Health) since January 2012.
