The Chief Executive in Council has approved the draft Lung Yeuk Tau and Kwan Tei South Outline Zoning Plan (OZP).
"The approved OZP provides a statutory land use framework to guide the development and redevelopment in the Lung Yeuk Tau and Kwan Tei South area," a spokesman for the Town Planning Board said today (February 19).
The planning scheme area, covering about 377 hectares, is bounded by Sha Tau Kok Road to the north, Princess Hill to the northeast, Lung Shan to the south and Fanling/Sheung Shui New Town to the west.
The North East New Territories Development Strategy Review (NENT DSR) indicates that the North East New Territories (NENT) could accommodate a share of the population growth and contribute to the economic development of the territory. The NENT DSR also recognises the potential recreational opportunities of the NENT in view of the high quality of natural environment and landscape amenity. A balance should therefore be maintained between facilitating development and conservation with the aim of promoting landscape protection.
A site of about 13.8 hectares at the Queen's Hill site in Lung Yeuk Tau is zoned "Residential (Group A)" to facilitate public housing development together with ancillary facilities to serve the residents.
A site of about 4 hectares to the northeast of the Queen's Hill public housing development is zoned "Residential (Group B)" for medium-density residential developments.
A site of about 10.4 hectares at Ma Liu Shui San Tsuen is zoned "Residential (Group C)" to reflect existing low-density residential developments, promote comprehensive low-rise and low-density residential developments, and remove the non-compatible uses within this zone through redevelopment.
A site covering about 0.8 hectares adjoining Ma Liu Shui San Tsuen is zoned "Comprehensive Development Area" (CDA) to facilitate redevelopment of an existing soy sauce factory.
A total of 79.4 hectares of land is zoned "Village Type Development" to demarcate existing recognised villages and areas suitable for village expansion.
To serve the needs of the local residents and for a wider district, region or the territory, a total of 12.1 hectares of land is zoned "Government, Institution or Community". Major government, institution or community facilities include the planned international school and divisional fire station cum ambulance depot, and the existing Precious Blood Children's Village and its extension and Suen Douh Camp.
An area near Tong Hang Village and a stretch of land along Lau Shui Heung Road, covering a total of 15.4 hectares, is zoned "Recreation". It is intended to improve the environmental quality of the areas by offering incentives for low-density recreational developments.
In addition, a total of 3.7 hectares of land is zoned "Open Space" for active and passive recreational uses.
To retain and safeguard good quality agricultural land for agricultural purposes, an area of about 144.4 hectares of active agricultural land and fallow arable land with a good potential for rehabilitation for cultivation is zoned "Agriculture".
A total of 81.8 hectares of land is zoned "Green Belt", which consists of the mountainous areas at Po Kat Tsai, Queen's Hill near Lau Shui Heung and the densely vegetated area to the north of Tong Hang.
Sites allocated for specific uses, including Mass Transit Railway (East Rail Line), petrol filling station and amenity area, are zoned "Other Specified Uses". They take up about 3.4 hectares of land.
The approved Lung Yeuk Tau and Kwan Tei South OZP No. S/NE-LYT/17 is now available for public inspection during office hours at the Secretariat of the Board; the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin; the Sha Tin, Tai Po and North District Planning Office; the North District Office and the Fanling District Rural Committee.
