     The 18 District Councils (DCs) have elected their Chairmen and Vice-chairmen.

     To assist the DC members of the new term in discharging their duties effectively, the Home Affairs Department (HAD) will hold two briefing sessions tomorrow (January 8) and next Tuesday (January 12) to brief them on the operation of a DC to serve the community.

     Participants will be briefed on the functions of the Home Affairs Bureau and the HAD, "Manual on the Use of DC Funds", "Guidelines on the Remuneration Package for Members of the DCs", "Manual on the Use of Provision for Duty Visits Outside Hong Kong for Members of the DCs", "Code of Conduct for Members of a DC or Its Committees", "Guidelines for Implementing District Minor Works Projects" and the Signature Project Scheme.

     A representative from the Independent Commission Against Corruption will brief participants on the integrity management of DCs as well as conduct and discipline that public officers should observe including declaration of interests, vetting of applications for DC funds and salient issues of concern to avoid conflicts of interest.

     A spokesman for the HAD said, "We look forward to working closely together with all DC members in the new term on community building and responding to district needs."
