Presented by the Leisure and Cultural Services Department (LCSD) and organised by the Art Promotion Office (APO), the Public Art Scheme 2015 is now calling on artists, architects, designers and art groups to submit applications to create public artworks for four government venues with green architectural features to inject art into everyday life and the environment.
The four designated venues are Lam Tin Complex, Tiu Keng Leng Public Library, Tiu Keng Leng Sports Centre and Ping Shan Tin Shui Wai Public Library.
The adjudication and commissioning process is divided into two stages. In stage one, interested participants should submit applications, including the participant's curriculum vitae, documentation of the participant's previous artworks and the artistic concept before 6pm on January 30, 2016. Applications should have "Public Art Scheme 2015" marked on the envelope and be delivered to the Public Programme Team of the APO (Oi!, 12 Oil Street, North Point) by post or by hand. Results of adjudication will be announced on the APO's webpage at www.lcsd.gov.hk/apo in mid-February. All selected participants will receive notifications.
Stage two is the commissioning of selected participants. Selected participants should co-ordinate and negotiate with the organiser and venue management to develop the proposals with reference to the architectural characteristics and functions of the designated venues, green architectural features of the buildings and the site and space settings, as well as the surrounding environment and the characteristics of the local communities and districts of the venues. A separate commissioning agreement between each commissioned participant and organiser will be made for carrying out the proposals.
The proposed artworks should be new and original works, compatible with the venues and locations, and technically feasible. Each commissioned artwork will have a budget of up to $800,000.
The selection panel will be composed of museum expert advisers of the LCSD, representatives of the organiser and designated venues' management. Selection criteria include the artistic concept, the participant's experience and ability to develop and produce the public artwork, innovation, uniqueness and the artistic merit of the participant's previous artworks.

The Public Art Scheme was launched in 1999. Through open competition and by invitation, public artworks have been installed at parks, libraries, theatres, city halls and government buildings. The scheme aims to offer visitors and users an opportunity to appreciate the site-specific artworks by local artists when using the public buildings and spaces.
