Senior appointments (with photos)

     The Government announced today (August 26) the following senior appointments:

(a) Mr Michael Wong Wai-lun, Director of Marine, will assume the post of Permanent Secretary for Development (Planning and Lands) on August 31, 2015;
(b) Ms Maisie Cheng Mei-sze, Director of Government Logistics, will assume the post of Director of Marine on September 15, 2015; and
(c) Miss Mary Chow Shuk-ching, Land Registrar, will assume the post of Director of Government Logistics on October 15, 2015.

     Commenting on the appointments, the Secretary for the Civil Service, Mr Clement Cheung, said, "The appointees are seasoned Administrative Officers with rich experience in public administration as well as proven leadership and management skills. I have every confidence that they will serve the community with professionalism in their new capacities and rise to the challenges ahead."

     Brief biographical notes on the three officers are set out below:

Mr Michael Wong Wai-lun

     Aged 53, Mr Wong joined the Administrative Service in August 1985 and rose to his present rank of Administrative Officer Staff Grade A in April 2011.

     Mr Wong has served in various bureaux and departments, including the former City and New Territories Administration, the former Television and Entertainment Licensing Authority, the former Legal Department, the Central Policy Unit, the former Trade and Industry Branch, the former Business and Services Promotion Unit, the former Economic Services Bureau, the Security Bureau and the former Economic Development and Labour Bureau. He was Deputy Secretary for Education from July 2007 to August 2009, and Director of Information Services from August 2009 to February 2014. He has been Director of Marine since February 2014.

Ms Maisie Cheng Mei-sze

     Aged 54, Ms Cheng joined the Administrative Service in September 1987 and rose to her present rank of Administrative Officer Staff Grade A in April 2015.

     Ms Cheng has served in various bureaux and departments, including the former Survey Office, the former Transport Branch, the former Civil Service Branch, the former City and New Territories Administration, the former University and Polytechnic Grants Committee Secretariat, the former Financial Services Branch, the Mandatory Provident Fund Schemes Authority, the Executive Council Secretariat and the former Economic Development and Labour Bureau. She was Commissioner for Television and Entertainment Licensing from July 2007 to January 2010, and Deputy Secretary for Transport and Housing (Transport) from February 2010 to June 2012. Ms Cheng has been Director of Government Logistics since January 2013.

Miss Mary Chow Shuk-ching

     Aged 53, Miss Chow joined the Administrative Service in August 1984 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2007.

     Miss Chow has served in various bureaux and departments, including the Social Welfare Department, the former Medical and Health Department, the former City and New Territories Administration, the Central Policy Unit, the former Planning, Environment and Lands Branch, the Hong Kong Economic and Trade Office in Brussels, the former Economic Services Bureau and the former Commerce, Industry and Technology Bureau. She was Deputy Secretary for Housing, Planning and Lands (Housing) (later retitled Deputy Secretary for Transport and Housing (Housing)/Deputy Director of Housing) from August 2006 to October 2008, and Special Representative for Hong Kong Economic and Trade Affairs to the European Communities (later retitled Special Representative for Hong Kong Economic and Trade Affairs to the European Union) from October 2008 to October 2012. Miss Chow has been Land Registrar since November 2012.
