Draft Hung Lung Hang Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Hung Lung Hang Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Hung Lung Hang area," a spokesman for the Town Planning Board said today (June 19).

     The planning scheme area, covering an area of about 378 hectares, is located to the north-east of Fanling/Sheung Shui New Town and bounded by San Wai Barracks to its south-east, Ping Che and Ta Kwu Ling to its north-east, the Closed Area Boundary to its north and Sha Ling to its north-west. The San Wai/Tai Ling Firing Range used by the military force is located at the south-western part of the area but is not included in the plan.

     The general planning intention for the area is to conserve the natural landscape, to maintain the rural character of the area and to retain both active and fallow agricultural land for agricultural uses. It is also intended to designate land for village development and expansion to meet the needs of the indigenous villagers.

     A substantial portion of land, covering about 245.61 hectares, is zoned "Green Belt" to conserve the natural environment and amenity of the area, define the limits of urban and sub-urban type development by natural features, and contain urban sprawl as well as provide passive recreational outlets for the enjoyment of the community.  There is a general presumption against development within the zone.

     To retain and safeguard good quality agricultural land, farm and fish ponds for agricultural purposes, as well as to retain fallow arable land with good potential for rehabilitation for cultivation and other agricultural purposes, about 121.2 hectares of land are zoned "Agriculture".

     A total of 7.04 hectares of land is zoned "Village Type Development" to designate both the two existing recognised villages, namely Siu Hang Tsuen and Siu Hang San Tsuen, and areas of land for village expansion.

     About 1.06 hectares of land are zoned "Government, Institution or Community" for the provision of Government, institution or community facilities serving the needs of local residents and/or a wider district, region or territory.

     The approved Hung Lung Hang OZP No. S/NE-HLH/9 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sha Tin, Tai Po and North District Planning Office, the North District Office, the Ta Kwu Ling District Rural Committee and the Fanling District Rural Committee.

     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
