2015-16 civil service pay adjustment

     The Civil Service Bureau (CSB) announced today (June 16) that after considering the responses of the staff sides of the four civil service central consultative councils to the pay offers from the Government, the Chief Executive (CE) in Council decided that, with retrospective effect from April 1, 2015, civil service pay should be adjusted as follows:

(a) a pay increase of 3.96 per cent for civil servants in the upper salary band and the directorate (equal to the net pay trend indicator (PTI) for the upper salary band (3.46 per cent) plus 0.5 per cent);

(b) a pay increase of 4.62 per cent for civil servants in the middle salary band (equal to the net PTI for the middle salary band (4.12 per cent) plus 0.5 per cent); and

(c) a pay increase of 4.62 per cent for civil servants in the lower salary band (equal to the rate of pay adjustment for the middle salary band).

     A CSB spokesperson said, "The decision on the 2015-16 civil service pay adjustment made by the CE in Council is entirely in conformity with the established mechanism. In arriving at the pay adjustment decision, the CE in Council has taken into full account all the six relevant factors under the civil service pay adjustment mechanism, namely:

(a) the net PTIs derived from the findings of the Pay Trend Survey;
(b) the state of Hong Kong's economy;
(c) changes in the cost of living;
(d) the Government's fiscal position;
(e) the staff sides' pay claims; and
(f) civil service morale."

     "Having taken into account all the above six factors, as well as the staff sides' responses to the pay offers and their justifications, the CE in Council considers that this year's civil service pay adjustment should be the same as the pay offers."

     The Government will seek approval from the Finance Committee of the Legislative Council in due course.
