Offers of 2015-16 civil service pay adjustment

     The Civil Service Bureau (CSB) announced today (June 9) that the following pay offers, to be effected retrospectively from April 1, 2015, have been made to the staff sides of the four civil service central consultative councils:

(a) a pay increase of 4.62 per cent for civil servants in the lower and middle salary bands (equal to the net pay trend indicator (PTI) for the middle salary band (4.12 per cent) plus 0.5 per cent); and

(b) a pay increase of 3.96 per cent for civil servants in the upper salary band and the directorate (equal to the net PTI for the upper salary band (3.46 per cent) plus 0.5 per cent).

     According to the established mechanism, the Chief Executive in Council (CE in Council) decides on the pay offers after considering all six relevant factors under the mechanism, namely the net PTIs derived from the findings of the Pay Trend Survey (PTS), the state of the Hong Kong economy, changes in the cost of living, the Government's fiscal position, the staff sides' pay claims and civil service morale. The above pay offers were decided by the Acting CE in Council in accordance with the mechanism after comprehensive consideration of all six factors.

     "The decision on the offers of 2015-16 civil service pay adjustment made by the Acting CE in Council is entirely in conformity with the established mechanism. The pay offers for civil servants in the upper salary band and the middle salary band are 0.5 per cent higher than their respective net PTIs (the net PTIs for the upper and middle salary bands are 3.46 per cent and 4.12 per cent respectively). The pay offer for civil servants in the lower salary band is the same as that for civil servants in the middle salary band (i.e. 4.62 per cent)," a spokesman for the CSB said.

     "The annual PTS does not cover directorate civil servants. In accordance with the established practice, the pay offer for directorate civil servants is the same as that for civil servants in the upper salary band (i.e. 3.96 per cent)," the spokesman added.

     The CE in Council will consider the response of the staff sides to the pay offers, and then make a final decision on the 2015-16 civil service pay adjustment. The Government will seek approval from the Finance Committee of the Legislative Council in due course.
