     Following is the transcript of remarks by the Chief Secretary for Administration, Mrs Carrie Lam, at a media session after attending TV programme "On the Record" this morning (April 25):

Reporter: Some sectors in the population say that, and also pan-democrats say that, at the final universal suffrage stage, the vote is essentially useless that the public have to "swallow", to accept whoever the nominating committee nominates. What is your response to that? And secondly, that the suggestion of how to check and balance the nominating committee's nominating power, such as the blank vote, but still these mechanisms haven't been included in the final package. Why is that so?

Chief Secretary for Administration: I think that in the universal suffrage proposals that we have presented to the Legislative Council, through the various designs in the details of the arrangements to conduct these elections, eligible voters in Hong Kong would have a genuine choice in picking the next Chief Executive. I do not want to further go into the details of those arrangements, but the important thing is this set of proposals is constitutional. I think this is first and foremost as the proposals have to comply with the Basic Law and the decision of the National People's Congress Standing Committee.
