The Electrical and Mechanical Services Department (EMSD) has completed the investigation into the incident on April 8 in which a liquefied petroleum gas (LPG) sample from ExxonMobil's LPG filling station at Clear Water Bay Road failed to meet auto-LPG specifications. The department released the findings today (April 15).
The investigation found that a newly installed dispensing hose containing LPG at the station had not been in use for a long period of time, resulting in the LPG absorbing a small amount of dissolvable substances from the hose and leading to the non-compliance of a sample with the specifications in respect of the evaporation residue.
ExxonMobil has submitted an incident report to the EMSD, in which the follow-up measures include improving the operating procedure for new hoses, strengthening the station management and collecting additional samples for laboratory tests after the re-opening of the station to closely monitor the LPG quality for prevention of similar incidents. Following the vetting of the report and confirmation that the samples it collected from the station on April 13 comply with the specifications, the EMSD agreed to the re-opening of the station.
The department launched in 2010 the LPG sampling scheme, under which samples are collected regularly on a random basis from auto-LPG filling stations and LPG terminals for quality tests. All the test results are published on the EMSD's website and updated weekly.
