Implementation details announced for testing and certification sector under CEPA Guangdong Agreement

     The Government announced today (April 13) the implementation details of the measure on testing and certification under the Agreement between the Mainland and Hong Kong on Achieving Basic Liberalization of Trade in Services in Guangdong (Guangdong Agreement) signed under the framework of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA).

     The Guangdong Agreement allows testing organisations in Hong Kong to co-operate with designated Mainland organisations to undertake testing of products in the "audio and visual apparatus" category of the China Compulsory Certification (CCC) system that are designed and prototyped in Hong Kong, as well as processed or manufactured in Guangdong Province, and in respect of voluntary certification, to undertake testing of products manufactured or processed in Hong Kong or on the Mainland. Moreover, with respect to the mode of "commercial presence", the Guangdong Agreement also in general offers Hong Kong's testing and certification industry market access to Guangdong Province on the same terms as Mainland enterprises.

     Testing organisations in Hong Kong that would like to undertake relevant testing under voluntary certification and CCC should be accredited by the Hong Kong Accreditation Service (HKAS) for the relevant tests. The testing organisations should also fulfil relevant requirements set out in individual voluntary certification schemes. Accredited testing organisations have to co-operate with the Mainland certification bodies to provide relevant testing services.

     A Government spokesman said, "The Guangdong Agreement, for the first time, extends the scope of liberalisation in CCC to testing services for products processed or manufactured in Guangdong Province. While the Guangdong Agreement's direction is broadly in line with the expectation from Hong Kong's testing and certification sector, it sets a precedent for further opening up in future. We look forward to seeing that Hong Kong's testing and certification industry will benefit from the Guangdong Agreement, and will seize further business opportunities."
