CS visits Hong Kong Police Force (with photos)

The Chief Secretary for Administration, Mrs Carrie Lam, visited the Hong Kong Police Headquarters this afternoon (April 9) to gain a further understanding of the Police's work to enhance cyber security and combat technology crime.

Accompanied by the Commissioner of Police, Mr Andy Tsang, Mrs Lam first visited the Cyber Security and Technology Crime Bureau (CSTCB). She was informed that, unlike the situation for most categories of crime in Hong Kong, there has been an increase in reports of technology crime, with 6,778 reports last year, representing a 32 per cent increase over the previous year. In response to this worldwide trend, the Police established the CSTCB earlier this year. With a strength of 180 officers, the CSTCB is responsible for combating technology crimes and overseeing cyber security in Hong Kong.

Mrs Lam received a briefing about the cyber security centre, which identifies and investigates cyber attacks on computer systems in Hong Kong. She was also introduced to some of the forensic techniques for the investigation process used by the CSTCB, and the importance of international liaison and co-operation in the fight against technology crime.

Speaking to CSTCB officers of various ranks, Mrs Lam said that cyber security and technology crime is a key concern of the Government. She was pleased to see the proactive approach adopted by the Police to combat technology crime, and encouraged the officers to continue to work hard to protect the people of Hong Kong against the threat from technology crime.

Mrs Lam then visited the Counter Terrorism and Internal Security (CTIS) Division. She received a briefing on the Police's counter-terrorism strategy and the tactics employed by the CTIS Division to keep Hong Kong's critical infrastructure safe from terrorist attack. To fight against terrorism, the Police employ a four-pronged strategy of prevention, preparedness, response and recovery.

Mrs Lam then took the opportunity to exchange views with officers from the Operations Wing of the Police. Mrs Lam commended all police officers for their dedication and professionalism in upholding public safety in Hong Kong, and encouraged them to continue to serve the public with pride and care.
