     Following is the transcript of remarks made by the Secretary for Food and Health, Dr Ko Wing-man, after attending a conference today (March 20):

Reporter: (On a case in which a woman died during a medical treatment)

Secretary for Food and Health: Generally speaking, irrespective of whether it is Chinese medicine or Western medicine, before conducting any specific treatment procedures to any patients, it is the responsibility of the practitioner concerned to communicate adequately with the patient and to understand the background, particularly the clinical background of the patient, to make sure that he or she understands the procedures as well as the suitability for conducting the procedures. In this particular case, since it is a sudden death, we have to refer the case to the Coroner. Before the Coroner concludes on the actual cause of death, I think it is premature to comment on the aspect of responsibility. Thank you.
