In response to the Hong Kong University of Science and Technology (HKUST) Students' Union statement concerning the appointment of Mr Andrew Liao as Chairman of the Council of the HKUST, a Government spokesman issued a statement today (March 7) as below:
The appointment of the Chairman of the Council of the HKUST was made by the Chief Executive under the authority imposed by the relevant ordinance.
When making the appointment, the Government has all along abided by the "meritocracy" principle, taking into consideration the operation of universities and the needs of higher education development of Hong Kong in order to identify a suitable candidate as Chairman of the Council.
