Draft Pak Shek Kok (East) Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Pak Shek Kok (East) Outline Zoning Plan (OZP).
     "The approved OZP is to provide a statutory land use planning framework to guide development and redevelopment in the Pak Shek Kok (East) area," a spokesman for the Town Planning Board said today (December 12).

     The planning scheme area of the Pak Shek Kok (East) OZP, covering about 71.9 hectares of land along the waterfront of Tolo Highway, is situated in the south-eastern part of Tai Po New Town and to the north of Ma Liu Shui. It is bounded by Tolo Highway and the Mass Transit Railway East Rail Line to its south-west and Tolo Harbour to its north-east.  

     About 21.24 hectares of land are zoned "Residential (Group B)" with six sub-areas for medium-density residential developments. In view of environmental and infrastructural constraints, as well as to ensure compatibility with the surrounding areas, developments within each sub-zone are subject to specific plot ratio and building height restrictions. Non-building areas have been incorporated into the residential zones.  

     About 4.28 hectares of land are zoned "Government, Institution or Community" (GIC) in the area, including the existing Marine Science Laboratory of the Chinese University of Hong Kong, a refuse collection point, an electricity substation, two sewage pumping stations and a public transport terminus. Planned GIC facilities include a school, a fire station cum ambulance depot and a fire tug pier in the northern part of the area. Local GIC facilities will also be provided in the residential and Science Park developments when detailed planning for the area proceeds.

     About 10.69 hectares of land in the area are zoned "Open Space" which is intended primarily for the provision of outdoor open-air public space for active and/or passive recreational uses serving the needs of local residents as well as the general public. The open spaces mainly consist of a waterfront promenade together with a cycle track.

     About 22.41 hectares of land are zoned "Other Specified Uses" and designated for Science Park, sewage pumping station and pier uses. The Science Park is to provide accommodation to attract new technology-based firms and activities to Hong Kong and to stimulate the growth of locally owned, technologically advanced businesses.

     The approved Pak Shek Kok (East) OZP No. S/PSK/13 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of Planning Department in North Point and Sha Tin, the Sha Tin, Tai Po and North District Planning Office, the Sha Tin District Office, the Tai Po District Office, the Sha Tin Rural Committee, the Tai Po Rural Committee and the Sai Kung North Rural Committee.
