Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (November 19) announced 21 judicial appointments in the Magistrates' Courts.

     The appointments include 16 Permanent Magistrates and five Special Magistrates. All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission. They will take effect from November 20, 2014.

Permanent Magistrates
---------------------

     Miss Debbie Ng Chung-yee, Miss Veronica Heung Shuk-han, Mr Chu Chung-keung, Ms Doris To Kit-ling, Ms Kelly Shui, Ms Catherine Cheng Kam-lin, Mr Kenneth Chan Ping-chau, Mr Lee Siu-ho, Mr Raymund Chow Chi-wei, Ms Chu Yuen-yee, Mr David Chan, Ms Peony Wong Nga-yan, Mr Colin Wong Sze-cheung, Ms Rita So Ka-yin, Miss Jacqueline Lee Kar-lok and Mr Ho Chun-yiu are appointed as Permanent Magistrates.

Special Magistrates

     Mr Robin Yue King-tin, Mr Andrew Mok Tze-chung, Miss Frances Leung Nga-yan, Mr Yu Chun-pong and Mr Arthur Lam Hei-wei are appointed as Special Magistrates.

     Further judicial appointments will be announced in due course.

     The biographical notes of the appointees are as follows:

Miss Debbie Ng Chung-yee

     Miss Ng was born in Hong Kong. She obtained LL.B. from the University of Wolverhampton in 1997 and P.C.LL. from the University of Hong Kong in 1998. She further obtained a Master of Laws Degree from the University of London in 1999 and from the University of Hong Kong in 2007. She was admitted as a solicitor in Hong Kong in 2001. She worked in the then Legal Department as Court Prosecutor in 1992 to 1997. She worked as Manager (Discipline) and Assistant Counsel in the Securities and Futures Commission between 2003 and 2006. She sat as Deputy Special Magistrate for periods in 2002 to 2003 and 2006 to 2007. She joined the Judiciary as Special Magistrate in 2007.

Miss Veronica Heung Shuk-han

     Miss Heung was born in Hong Kong. She obtained LL.B. from the University of London in 2000 and P.C.LL. from the University of Hong Kong in 2001. She was admitted as a solicitor in Hong Kong in 2003 and in England and Wales in 2008. She joined the then Legal Department as Court Prosecutor in 1995 and was in private practice since 2003. She was appointed as Special Magistrate in 2007.

Mr Chu Chung-keung

     Mr Chu was born in Hong Kong in 1958. He obtained LL.B. from the University of Wolverhampton in 1994 and completed the Bar Finals Examination in the United Kingdom in 1996. He was called to the Bar in the United Kingdom and in Hong Kong in 1996 and 1997 respectively. He joined the then Legal Department as Court Prosecutor in 1989 and was promoted to Senior Court Prosecutor II in 1995. He joined the Judiciary as Special Magistrate in 2007.

Ms Doris To Kit-ling

     Ms To was born in Hong Kong in 1959. She obtained a Bachelor of Education Degree from the University of East Anglia in the United Kingdom in 1988. She completed the Common Professional Examination in Laws from the University of Hong Kong School of Professional and Continuing Education in 1994 and obtained P.C.LL. from the University of Hong Kong in 1995. She became a Mediator accredited by the Centre for Effective Dispute Resolution in 2007 and a Family Mediator accredited by the Hong Kong International Arbitration Centre in 2008. She was called to the Bar in Hong Kong in 1995. She has been in private practice since 1996.

Ms Kelly Shui

     Ms Shui was born in Hong Kong in 1960. She obtained a Bachelor of Arts Degree from Concordia University in Canada in 1983. She obtained LL.B. and P.C.LL. from the University of Hong Kong in 1991 and 1992 respectively. She was called to the Bar in Hong Kong in 1992. She has been in private practice since 1993.

Ms Catherine Cheng Kam-lin

     Ms Cheng was born in Hong Kong. She obtained a Bachelor of Arts Degree from the University of Hong Kong in 1985. She obtained LL.B. and P.C.LL. from the University of Hong Kong in 1991 and 1992 respectively. She further obtained LL.B. from Peking University in 1996. She was appointed as a China Appointed Attesting Officer in 2009 and became a Family Mediator accredited by the Hong Kong International Arbitration Centre in 2012. She was admitted as a solicitor in Hong Kong in 1994. She has been in private practice since 1994.

Mr Kenneth Chan Ping-chau

     Mr Chan was born in Hong Kong in 1966. He obtained a Bachelor of Arts Degree from the Open University of Hong Kong in 1997. He obtained LL.B. from the University of London in 2003 and P.C.LL. from the University of Hong Kong in 2004. He was called to the Bar in Hong Kong in 2005. He has been in private practice since 2005.

Mr Lee Siu-ho

     Mr Lee was born in Hong Kong in 1968. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1991 and 1992 respectively. He obtained a Master of Laws Degree from the University of London in 1996. He further acquired a Second Bachelor Degree in Chinese Law from Tsinghua University and the University of Hong Kong School of Professional and Continuing Education in 2006 and a Master of Arts Degree from the Chinese University of Hong Kong in 2012. He became a Mediator accredited by the Centre for Effective Dispute Resolution in 2011 and a General Mediator accredited by the Hong Kong Mediation Accreditation Association Limited in 2013. He was called to the Bar in Hong Kong in 1992. He has been in private practice since 1993.

Mr Raymund Chow Chi-wei

     Mr Chow was born in Hong Kong in 1969. He obtained LL.B. and P.C.LL. from the City University of Hong Kong in 1992 and 1993 respectively. He obtained LL.M. from the University of Bristol in the United Kingdom in 1994. He was called to the Bar in Hong Kong in 1995. He has been in private practice since 1996.

Ms Chu Yuen-yee

     Ms Chu was born in Hong Kong in 1971. She obtained LL.B. from the University of Glamorgan in the United Kingdom in 1994. She completed the Bar Vocational Course from the University of Westminster in the United Kingdom in 1995. She was called to the Bar in Hong Kong in 1995. She has been in private practice since 1996.

Mr David Chan

     Mr Chan was born in Hong Kong in 1974. He obtained LL.B. and P.C.LL. from the City University of Hong Kong in 1999 and 2000 respectively. He was called to the Bar in Hong Kong in 2000. He has been in private practice since 2001.

Ms Peony Wong Nga-yan

     Ms Wong was born in Hong Kong in 1974. She obtained LL.B. and P.C.LL. from the University of Hong Kong in 1996 and 1997 respectively. She was called to the Bar in Hong Kong in 1997. She has been in private practice since 1998.

Mr Colin Wong Sze-cheung

     Mr Wong was born in Hong Kong in 1975. He obtained a Bachelor of Commerce Degree from McGill University in Canada in 1997. He completed the Common Professional Examination from the University of Hong Kong School of Professional and Continuing Education in 1998 and obtained P.C.LL. from the University of Hong Kong in 1999. He was called to the Bar in Hong Kong in 1999. He has been in private practice since 2000.

Ms Rita So Ka-yin

     Ms So was born in Hong Kong in 1976. She obtained a Bachelor of Arts Degree from the Hong Kong Polytechnic University in 1998. She further obtained LL.B. from the University of London in 2002 and a Postgraduate Diploma in Professional Legal Skills from the Inns of Court School of Law in the United Kingdom in 2003. She became a Mediator accredited by the Centre for Effective Dispute Resolution in 2010. She was admitted to the Honourable Society of Lincoln's Inn in the United Kingdom in 2002 and was called to the Bar of England and Wales in 2003. She was called to the Bar in Hong Kong in 2003. She has been in private practice since 2005.

Miss Jacqueline Lee Kar-lok

     Miss Lee was born in Hong Kong in 1978. She obtained LL.B. and P.C.LL. from the City University of Hong Kong in 2000 and 2002 respectively. She obtained a Master of Laws Degree from the London School of Economics and Political Science in the United Kingdom in 2001. She was called to the Bar in Hong Kong in 2002 and applied for voluntary removal in 2006. She was admitted as a solicitor in Hong Kong in 2008 and in the United Kingdom in 2011. She has been in private practice as a barrister in 2003 to 2006 and as a solicitor since 2008.

Mr Ho Chun-yiu

     Mr Ho was born in Hong Kong in 1981. He obtained a Bachelor of Laws Degree from the University of Sheffield in the United Kingdom in 2003 and P.C.LL. from the City University of Hong Kong in 2004. He was called to the Bar in Hong Kong in 2005. He has been in private practice since 2005.

Mr Robin Yue King-tin

     Mr Yue was born in Hong Kong in 1973. He completed the Common Professional Examination from the Manchester Metropolitan University in the United Kingdom in 2005 and obtained P.C.LL. from the City University of Hong Kong in 2006. He was called to the Bar in Hong Kong in 2007. He has been in private practice since 2007.

Mr Andrew Mok Tze-chung

     Mr Mok was born in Hong Kong in 1975. He obtained a Bachelor of Science Degree from Queen's University in Canada in 1997. He obtained LL.B. from the University of London in 2005 and P.C.LL. from the University of Hong Kong in 2007. He became a Mediator accredited by the Centre for Effective Dispute Resolution in 2010. He was called to the Bar in Hong Kong in 2008. He has been in private practice since 2008.

Miss Frances Leung Nga-yan

     Miss Leung was born in Hong Kong in 1976. She obtained a Bachelor of Arts Degree from Queen's University in Canada in 2000. She obtained LL.B. and P.C.LL. from the City University of Hong Kong in 2003 and 2004 respectively. She became a Mediator accredited by the Centre for Effective Dispute Resolution in 2010. She was called to the Bar in Hong Kong in 2005. She has been in private practice since 2005.

Mr Yu Chun-pong

     Mr Yu was born in Hong Kong in 1980. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 2002 and 2003 respectively. He obtained LL.M. (Corporate and Commercial) from King's College, University of London, in the United Kingdom in 2005. He was called to the Bar in Hong Kong in 2005. He has been in private practice since 2005.

Mr Arthur Lam Hei-wei

     Mr Lam was born in Hong Kong in 1981. He obtained a Bachelor of Arts Degree from the University of Waterloo in Canada in 2003. He obtained a Juris Doctor Degree and P.C.LL. from the City University of Hong Kong in 2006 and 2007 respectively. He became a Mediator accredited by the Centre for Effective Dispute Resolution in 2009 and by the Hong Kong Mediation Accreditation Association Limited in 2013. He became a Member of the Chartered Institute of Arbitrators in 2011. He was called to the Bar in Hong Kong in 2008. He has been in private practice since 2008.
