Draft South West Kowloon Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft South West Kowloon Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the South West Kowloon area," a spokesman for the Town Planning Board said today (October 3).

     The Planning Scheme Area, covering an area of about 403 hectares including 333 hectares of land and 70 hectares of typhoon shelter, is located in the south-western part of the Kowloon Peninsula. It covers the West Kowloon Reclamation and part of the former waterfronts in the Sham Shui Po and Yau Ma Tei districts.

     About 33.43 hectares of land are zoned "Comprehensive Development Area" to facilitate appropriate planning control over the development mix, scale, design and layout of development, taking account of various environmental, traffic, infrastructure and other constraints.

     About 52.2 hectares of land are zoned "Residential (Group A)" ("R(A)") for high-density residential development. These "R(A)" zones are further divided into 12 sub-zones, each with its own development restrictions as stipulated in the Notes of the OZP.

     About 29.82 hectares of land are zoned "Government, Institution or Community" ("G/IC") for the provision of government, institution and community facilities serving the needs of the local residents and/or a wider district, region or the territory.

     About 26.54 hectares of land are zoned "Open Space" ("O") for the provision of outdoor open-air space for active and/or passive recreational uses. The "O" zone also includes the waterfront promenades in the area.

     About 29.45 hectares of land are zoned "Other Specified Uses", which is for specific purposes, which cover the Cheung Sha Wan Wholesale Food Market, piers, the Western Harbour Crossing Toll Plaza, cargo working areas, railway stations, ventilation buildings, and a public utility depot including an electricity sub-station.

     About 1.85 hectares of land are zoned "Industrial" for general industrial uses to ensure an adequate supply of industrial floor space to meet demand from production-oriented industries.

     About 3.54 hectares of land are zoned "Commercial" for commercial developments, which may include shop, services, places of entertainment and eating places, functioning mainly as district and local shopping centre(s).

     About 40.91 hectares of land to the south of Austin Road West and the Western Harbour Crossing Toll Plaza are covered by the West Kowloon Cultural District (WKCD) Development Plan, which serves as the basis for implementation of the WKCD development.

     The approved South West Kowloon OZP No. S/K20/30 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office, and the Yau Tsim Mong and Sham Shui Po District Offices.

     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
