Senior appointments (with photos)

     The Government announced today (June 18) the following senior appointments:

(a) Mrs Betty Fung Ching Suk-yee, Director of Leisure and Cultural Services, will assume the post of Permanent Secretary for Home Affairs on July 14, 2014. She will succeed Mr Raymond Young Lap-moon, who will retire after 31 years of service with the Government; and

(b) Ms Michelle Li Mei-sheung, Deputy Secretary for Education, will succeed Mrs Betty Fung Ching Suk-yee as Director of Leisure and Cultural Services on July 17, 2014.

     Commenting on the above appointments, Secretary for the Civil Service, Mr Paul Tang, said, "The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities and rise to the challenges ahead."

     On the retirement of Mr Young, Mr Tang said, "Mr Young has served with strong drive and dedication in the civil service throughout the years. He has made exemplary contributions to the development of Hong Kong in various spheres. During his tenure as Permanent Secretary for Home Affairs, Mr Young played an important role in formulating a wide range of arts and cultural policies, laying a solid foundation for Hong Kong to develop as an international cultural metropolis. He tirelessly pursued the policy initiative of enhanced district administration, making a significant contribution in promoting public participation in district affairs and fostering mutual care in the community. He also masterminded various new initiatives over a diverse portfolio including youth development, sports and recreation, legal aid and promotion of family core values. We sincerely wish him a happy retirement."

     Brief biographical notes on the three officers are set out below:

Mr Raymond Young Lap-moon

     Aged 53, Mr Young joined the Administrative Service in August 1982 and rose to his present rank of Administrative Officer Staff Grade A1 in April 2009.

     Mr Young has served in various bureaux and departments, including the former Urban Services Department, the former City and New Territories Administration, the former Royal Hong Kong Police Force, the former Government House, the former Civil Service Branch, the former Industry Department, the former Education and Manpower Branch (later renamed Education and Manpower Bureau), the former Commerce and Industry Bureau (later renamed Commerce, Industry and Technology Bureau) and Trade and Industry Department. He was Director, Celebrations Preparatory Office (later re-titled Director, Celebrations Co-ordination Office) from September 2006 to July 2007, and Permanent Secretary for Development (Planning and Lands) from July 2007 to August 2009. Mr Young has been Permanent Secretary for Home Affairs since January 2010.

Mrs Betty Fung Ching Suk-yee

     Aged 49, Mrs Fung joined the Administrative Service in July 1986 and rose to her present rank of Administrative Officer Staff Grade A in April 2010.

     Mrs Fung has served in various bureaux and departments, including the former Transport Branch, the former City and New Territories Administration, the former Civil Service Branch, the former Education and Manpower Branch, the former Chief Secretary's Office, the Information Services Department, the former Trade Department, the Home Affairs Bureau, the former Commerce, Industry and Technology Bureau and the Office of the Government Chief Information Officer. She was Deputy Secretary for Education and Manpower (later re-titled Deputy Secretary for Education) from April 2006 to July 2007, and Director of Information Services from July 2007 to August 2009. Mrs Fung has been Director of Leisure and Cultural Services since August 2009.

Ms Michelle Li Mei-sheung

     Aged 48, Ms Li joined the Administrative Service in September 1988 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2011.

     Ms Li has served in various bureaux and departments, including Transport Department, the former City and New Territories Administration, the former Finance Branch, the Central Policy Unit, the former Education and Manpower Branch (later renamed Education and Manpower Bureau), the Chief Secretary for Administration's Office, the Home Affairs Department and Home Affairs Bureau. She served as Secretary General of the Joint Secretariat for the Advisory Bodies on Civil Service and Judicial Salaries and Conditions of Service from February 2005 to September 2009. Ms Li has been Deputy Secretary for Education since September 2009.
