Approved Kam Tin North Outline Zoning Plan amended

     The Town Planning Board today (May 9) announced amendments to the approved Kam Tin North Outline Zoning Plan (OZP).

     The amendments mainly involve the rezoning of an area bounded by the Kam Tin River to the north, Ko Po Tsuen to the east, Kam Tin Road to the south and Castle Peak Road - Tam Mi to the west from "Undetermined" ("U") to (i) "Residential (Group B)" ("R(B)") to reflect a completed residential development; (ii) "Residential (Group B)1", "Residential (Group D)" ("R(D)") and "Residential (Group E)" ("R(E)") for residential development; (iii) "Government, Institution or Community" ("G/IC") to provide supporting G/IC facilities for locals; (iv) "Other Specified Uses" annotated "Amenity Area" ("OU(A)") for a proposed riverside promenade along the southern bank of the Kam Tin River and to facilitate landscaping in the areas adjoining the Tsing Long Highway and its slip road; and (v) "Other Specified Uses" annotated "Petrol Filling Station" ("OU(PFS)") to reflect an existing petrol filling station.

     Building height and plot ratio/gross floor area restrictions are stipulated for the "Comprehensive Development Area(1)" ("CDA(1)") and other residential zones. Moreover, a strip of land along the northern boundary of the "Commercial" ("C") zone to the south of the Kam Tin River is designated as a non-building area for continuation of the proposed riverside promenade.

     The amendments also involve the rezoning of various sites to the north of the Kam Tin River near Cheung Chun San Tsuen from "U" to "CDA(1)" for comprehensive residential development, "G/IC" for future expansion of the Agriculture, Fisheries and Conservation Department's Au Tau Fisheries Office, and "Agriculture" and "Conservation Area" ("CA") to reflect the existing condition; the rezoning of two sites to the north and south of the Kam Tin Bypass from "Other Specified Uses" annotated "Comprehensive Development and Wetland Enhancement Area" ("OU(CDWEA") to "Residential (Group E)1" and to "CA" respectively; and the stipulation of building height restrictions for the existing and proposed "G/IC" and "OU(PFS)" zones.

     The Notes of the OZP have also been amended to mainly reflect the corresponding amendments to the "Comprehensive Development Area", "R(D)", "G/IC", "CA" and "C"; to incorporate the new "R(B)", "R(E)" and "OU(A)"; to incorporate the Remarks of the Notes for "OU(PFS)"; and to delete the Notes of "OU(CDWEA)".

     The draft Kam Tin North OZP No. S/YL-KTN/8, incorporating the amendments, is now available for public inspection during office hours at the Secretariat of the Board; the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin; the Fanling, Sheung Shui and Yuen Long East District Planning Office; the Yuen Long District Office; the Kam Tin Rural Committee; and the Pat Heung Rural Committee.

     Any person may make written representation in respect of the amendments to the Secretary of the Board on or before July 9. Representations made to the Board will be available for public inspection.
