Draft Tin Fu Tsai Outline Zoning Plan gazetted

     The Town Planning Board today (December 20) announced the publication of the draft Tin Fu Tsai Outline Zoning Plan (OZP).

     The area, covering about 54.5 hectares, is about 1.8 kilometres to the east of the upper end of Tai Lam Chung Reservoir and Kat Hing Bridge. It is completely encircled by the Tai Lam Country Park.  

     A spokesman for the Town Planning Board said the general planning intention is to conserve the natural habitats, landscape resources and rural and natural character of the Tin Fu Tsai area. Developments which would cause adverse impacts on the water quality and water resources of the water gathering ground are not encouraged.

     About 0.41 hectares of land is zoned "Village Type Development" to reflect the existing recognised village. Land within this zone is primarily intended for redevelopment of small houses by indigenous villagers.

     About 53.05 hectares of land is zoned "Green Belt" to define the limits of urban and sub-urban development areas by natural features and to contain urban sprawl as well as to provide passive recreational outlets.  This zone also provides a buffer between areas zoned "Village Type Development" and the Tai Lam Country Park.

     About 1.04 hectares of land is zoned "Conservation Area" to protect and retain the existing natural landscape, ecological or topographical features of the area for conservation, educational and research purposes and to separate sensitive natural environment such as Country Park from the adverse effects of development. A wooded area in the northwestern part of Tin Fu Tsai area with dense trees and of higher conservation value is within this zone.

     The draft Tin Fu Tsai OZP is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tuen Mun and Yuen Long District Planning Office, the Tuen Mun District Office, the Yuen Long District Office and the Tuen Mun Rural Committee.

     Any person may make representations in respect of the draft plan to the Secretary of the Town Planning Board on or before February 20, 2014.

     Copies of the draft plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the draft plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
