Following is the transcript of remarks by the Chief Executive, Mr C Y Leung, at a media session before a meeting of the Executive Council today (October 22):
Reporter: Mr Leung, given your decision of not granting a free TV licence to HKTV has disappointed literally the entire Hong Kong, is it possible that you will give it a second thought?
Chief Executive: Well, we made the decision. We have an open system. Anyone who is interested, whether it is HKTV or any other interested party who wished to join and offer their service to Hong Kong, will use the existing system. This is the application system, and this is also the system of the Chief Executive-in-Council making the ultimate decision to process such an application.
