Social Security Field Unit (Guangdong Scheme) runs smoothly on first day and starts receiving applications
************************************************************

The Social Welfare Department (SWD) has set up a designated Social Security Field Unit in Sheung Shui to handle applications under the Guangdong (GD) Scheme. The Office came into operation today (August 1) and started receiving applications under the Scheme.

An SWD spokesman said, "The Social Security Field Unit operated smoothly on the first day. As at 5pm, there were about 180 visitors who have made enquiries or obtained application forms. SWD staff make every effort to help elderly people understand the application procedures so that eligible applicants can submit applications accordingly."

He reminded that to assist the public in understanding the application procedures, "Application Form for the GD Scheme", "Application for GD Scheme Guidance Notes", application procedures and FAQs on the Scheme are available at the GD Scheme website (www.swd.gov.hk/gds).

The spokesman stressed that there is no need for elderly people to rush to the designated Social Security Field Unit. They only need to post the completed "Application Form for the GD Scheme" with copies of supporting documents and two recent photos to the designated Social Security Field Unit. The SWD will issue a letter to confirm receipt of each application and make appointments with the applicants to complete the application procedures in person in Hong Kong.

"Elderly people who are unfit to travel to Hong Kong for the application because of health reasons need to provide medical proof when submitting the completed application forms. The SWD has appointed the International Social Service Hong Kong Branch as the agent for the GD Scheme to assist these applicants to complete the application.

The spokesman said that rental receipts, utilities bills and official letters issued by the Government, etc, will be accepted as proof of residential address. In addition, elderly people who are not able to open bank accounts in Hong Kong can appoint relatives to receive the allowance for them. The agent appointed by the SWD will also provide assistance as needed or help receive the allowance for the elderly people if necessary.

The SWD has also linked the GD Scheme designated website to the website of the Hong Kong Economic and Trade Office in Guangdong (GDETO), www.gdeto.gov.hk/en/welcome/index.htm. Relevant information has also been disseminated to GD media through the GDETO. The SWD has also arranged for broadcasting of television Announcements in the Public Interest on cross-boundary coaches in order to reach the target beneficiaries.
