The Government announced today (April 19) the appointment of four new members and the re-appointment of 13 incumbent members to the Lump Sum Grant Steering Committee (LSGSC). The Government also appointed two new members and re-appointed the Chairman, Vice-Chairman and four incumbent members to the Lump Sum Grant Independent Complaints Handling Committee (ICHC). All appointments and re-appointments will take effect from April 22.
The LSGSC is chaired by the Director of Social Welfare and comprises 17 non-official members and two ex-officio members. Six are independent members and the remaining 11 members have a background related to the Lump Sum Grant Subvention System, including non-governmental organisations' (NGOs) management, service users and staff unions.
The four new members of the LSGSC are Mr Cheung Wing-yui, Mr Li To-sang, Dr Alice Yuk Tak-fun and Mr Norman Lo Kam-wah.
Mr Cheung Wing-yui is the Consultant of Woo, Kwan, Lee & Lo. He is the Deputy Chairman of the Council of the Open University of Hong Kong and a current member of the Appeal Board under the Accreditation of Academic and Vocational Qualifications Ordinance.
Mr Li To-sang is the Executive Secretary of Chinese YMCA of Hong Kong. He has been actively involved in welfare-related work at the district level.
Dr Alice Yuk Tak-fun is an experienced social worker and President of Hong Kong Social Workers Association.
Mr Norman Lo Kam-wah is the General Secretary of Methodist Centre, and a member of the Citizens Advisory Committee on Community Relations of the Independent Commission Against Corruption.
Ten incumbent members, namely Professor Andrew Chan Chi-fai, Ms Chang Siu-wah, Mr Cheung Chi-wai, Mr Cheung Kwok-che, Ms Christine Fang Meng-sang, Dr Lam Ching-choi, Mrs Julie Lee Lau Chu-lai, Miss Marie So Tze-kwan, Ms Sania Yau Sau-wai and Mr Nelson Yip Siu-hong have been re-appointed for two years while three incumbent members, namely Ms Teresa Au Pui-yee, Mr Chan Bing-woon and Mr Yu Chi-ming have been re-appointed for one year.
As for the ICHC, the two new members are Mrs Joanna Li Lau Lai-hing and Dr Eva Dunn Lai-wah.
Mrs Joanna Li Lau Lai-hing, partner of King & Company, is a solicitor. Mrs Li has served on a number of advisory committees, including the Lotteries Fund Advisory Committee, Board of Directors of the Surviving Spouses' and Children's Pensions Scheme, Council of the Open University of Hong Kong, and the Disciplinary Committee Panel under the Social Workers Registration Board.
Dr Eva Dunn Lai-wah is the Chief of Service and Consultant of the Department of Psychiatry of Pamela Youde Nethersole Eastern Hospital. She is also a member of the Child Fatality Review Panel.
Mr Herman Hui Chung-shing and Mr Tony Yen Yuen-ho have been re-appointed as Chairman and Vice-Chairman respectively. Four incumbent members, namely Dr David Dai Lok-kwan, Mr Robert Tai Yiu-wah, Mr Albert Wong Shun-yee and Ms Marina Wong Yu-pok, have also been re-appointed.
All the appointments and re-appointments to the ICHC are for a term of two years.
The LSGSC was reconstituted in April 2009 to strengthen its role and composition as recommended by the Review Report on the Lump Sum Grant Subvention System (the Report) issued in December 2008. Apart from monitoring the implementation of the Lump Sum Grant Subvention System and identifying areas for improvement, it also monitors the implementation of the recommendations in the Report and facilitates sharing of information and experience among the Social Welfare Department (SWD), NGOs, their staff and service users.
The ICHC was set up in April 2009 according to the recommendations of the Report. The ICHC handles complaints that cannot be dealt with satisfactorily by subvented NGOs. It also relays decisions and recommendations to the SWD for appropriate follow-up action to enhance the Lump Sum Grant Subvention System.
