Vacant school premises allocated for international school development

     The Secretary for Education, Mr Eddie Ng Hak-kim, announced today (April 11) that three vacant school premises (two on Hong Kong Island and one in Kowloon) had been successfully allocated to three quality operators for international school development.

     "The Government supports the development of a vibrant international school sector in Hong Kong in mainly meeting the demand for school places from overseas families living in Hong Kong and families coming to Hong Kong for work or investment," Mr Ng said.

     "The allocation exercise is part of our continuous effort to increase the provision in the international school sector. I am encouraged by the keen interest to expand or set up international schools in Hong Kong. The additional places to be provided will help address the needs of the international community in Hong Kong."

     Applications from 34 organisations were received by the deadline in the allocation exercise. Details of the allocation results are:

     Based on the initial plans of the successful applicants, starting from the 2013/14 school year, a total provision of around 1,700 school places will be made available through the allocated premises on a progressive basis. Amongst them, 1,150 primary places and 210 secondary places will be provided by the 2016/17 school year.

     All applications received were considered by the Education Bureau (EDB) on the advice of the School Allocation Committee comprising both official and non-official members. The committee undertook a thorough and detailed scrutiny process taking into account a basket of factors including, inter alia, the quality of the school proposals, management, organisation structure, track record and financial plan of the applicants as well as the curriculum, accreditation and support for students they will provide. In addition, the committee considered how the admission policy and target students of the applicants would meet the needs of the community, particularly for those families coming to Hong Kong for investment and work.

     The School Allocation Committee is considering the allocation of the remaining premises open for application under the same allocation exercise. The remaining premises is located at Ping Shek Estate, Kwun Tong, Kowloon. The result will be announced when the most suitable school operator is identified.

     International schools in Hong Kong are offering about 38,700 school places in the 2012/13 school year. The EDB has been taking various measures, including the provision of vacant school premises and greenfield sites, for the development and expansion of international schools. The four vacant school premises in this allocation exercise were put forward for allocation after considering the response to the expressions of interest exercise launched by the EDB in June 2012.
