Appointments to Community Investment and Inclusion Fund Committee

     The Government announced today (March 28) the appointment of the Chairman and nine new members, as well as the re-appointment of the Vice-Chairman and nine incumbent members, to the Community Investment and Inclusion Fund (CIIF) Committee.

     The appointment of the new Chairman, Dr Lam Ching-choi, is for a term of two years with effect from May 1. Dr Lam is the Chief Executive Officer of the Haven of Hope Christian Service and was a member of the CIIF Committee from 2005 to 2011. He is currently the Vice-Chairman of the Elderly Commission and a member of the Lump Sum Grant Steering Committee, Land and Development Advisory Committee and Appeal Board Panel (Town Planning).

     The nine new members are Dr Raymond Chen Chung-i, Mr Jimmy Chiu Lap-kee, Mr Chow Yick-hay, Mr Jacky Ip Kam-shing, Mr Kee Chi-hing, Ms Irene Leung Pui-yiu, Mr Wilfred Ng Sau-kei, Ms Jo Ngai Yee-shan and Dr Ting Wai-fong. They come from different sectors (please refer to the appendix). The appointments are for a term of two years with effect from April 1.

     The Vice-Chairman, Professor Joe Leung Cho-bun, and nine incumbent members, namely Dr Helen Chan Wing-mui, Mr Vincent Cheng Wing-shun, Mr Andrew Kam Min-ho, Ms Adela Lai Shuet-fun, Dr Kevin Lau Kin-wah, Ms Lilian Law Suk-kwan, Professor Albert Lee, Ms Lui Oi-ling and Dr Ricky Szeto Wing-fu, have been re-appointed. The re-appointments of Dr Kevin Lau Kin-wah, Professor Albert Lee and Ms Lui Oi-ling are for a term of one year while the other re-appointments are for a term of two years, all with effect from April 1.

     The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, welcomed the appointments. He said, "I am most pleased to see a good mix of committee members from different sectors. This testifies to the cross-sectoral collaboration that the committee seeks to promote."

     Mr Cheung paid warm tribute to the outgoing Chairman, Mr Yeung Ka-sing, for his sterling contribution and outstanding leadership in developing the CIIF as an effective vehicle for developing social capital and building community networks.

     He also thanked seven outgoing members for their distinguished service and devotion to promoting the work of the committee. They are Mr David Chan Wai-ming, Ms Chau Chuen-heung, Mr Chia Kok-onn, Dr Alice Chong Ming-lin, Mr Lai Chi-tong, Dr Stanley Ma Ching-hing and Ms Gabriella Wong Siu-ling.

     The $300 million CIIF was established in 2002 to provide seed funding to support projects aimed at developing social capital and fostering mutual support in the neighbourhood through cross-sectoral collaboration. The Finance Committee of the Legislative Council approved an injection of $200 million into the CIIF in January this year to ensure that the Fund can continue to perform its social function of furthering the development of social capital in the community. The CIIF committee is tasked to advise the Government on the development of social capital in Hong Kong as well as vetting applications for funding under the CIIF.
