Witnessed by Mr Leung (back row, fifth right), and the Vice Minister of Foreign Affairs, Mr Cui Tiankai (back row, fourth right), as well as other officiating guests, the Secretary for Justice, Mr Rimsky Yuen, SC (front row, second right), and the Secretary General of the Hague Conference, Mr Hans van Loon (front row, second left), sign the memorandum of administrative arrangements concerning the establishment of the regional office in the Hong Kong Special Administrative Region. |
