Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (August 15) announced seven judicial appointments in the High Court.

     The appointments include one Justice of Appeal of the Court of Appeal of the High Court and six Judges of the Court of First Instance of the High Court. All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission. They will take effect from August 16, 2012.

     The Honourable Mr Justice Johnson Lam Man-hon is appointed as Justice of Appeal of the Court of Appeal of the High Court.

Judges of the Court of First Instance of the High Court

     Madam Registrar Queeny Au-Yeung Kwai-yue, His Honour Judge Patrick Li Hon-leung, Her Honour Judge Esther Toh Lye-ping, His Honour Judge Louis Chan Kong-yiu, His Honour Judge Andrew Chan Hing-wai and Her Honour Judge Mimmie Chan Mei-lan are appointed as Judges of the Court of First Instance of the High Court.

     Further judicial appointments will be announced in due course.

     The biographical notes of the appointees are as follows:

The Honourable Mr Justice Johnson Lam Man-hon

     The Honourable Mr Justice Lam was born in Hong Kong in 1961. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1983 and 1984 respectively. He was called to the Bar in Hong Kong in 1984 and was in private practice from 1985 until he joined the Judiciary as District Judge in 2001. He was appointed as Judge of the Court of First Instance of the High Court in 2003.

Madam Registrar Queeny Au-Yeung Kwai-yue

     Madam Registrar Au-Yeung was born in Hong Kong in 1962. She obtained LL.B. and P.C.LL. from the University of Hong Kong in 1984 and 1985 respectively. She was called to the Bar in Hong Kong in 1985 and was in private practice from 1986 until she joined the Judiciary as Magistrate in 1995. She was appointed as Registrar of the District Court in 2001, District Judge in 2003 and Registrar of the High Court in 2007.

His Honour Judge Patrick Li Hon-leung

     His Honour Judge Li was born in Hong Kong in 1955. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1986 and 1987 respectively. He was called to the Bar in Hong Kong in 1987 and joined the then Legal Department as Assistant Crown Counsel in the same year. He was promoted to Crown Counsel in 1988 and Senior Crown Counsel in 1991. He joined the Judiciary as Magistrate in 1993 and was appointed as Principal Magistrate in 1999, Chief Magistrate in 2000, District Judge in 2007 and Chief District Judge in 2008.

Her Honour Judge Esther Toh Lye-ping

     Her Honour Judge Toh was born in Singapore in 1952. She was educated locally and studied law in the United Kingdom. She was called to the English Bar and the Hong Kong Bar in 1974 and 1975 respectively. She was in private practice from 1975 until she was appointed as District Judge in 1997.

His Honour Judge Louis Chan Kong-yiu

     His Honour Judge Chan was born in Hong Kong in 1954. He obtained LL.B. from the University of London in 1982 and P.C.LL. from the University of Hong Kong in 1983. He was called to the Bar in Hong Kong in 1983 and was in private practice from 1984 until he was appointed as District Judge in 2003.

His Honour Judge Andrew Chan Hing-wai

     His Honour Judge Chan was born in Hong Kong in 1961. He obtained LL.B. from the University of London in 1989. He was called to the Bar in England (Gray's Inn) and in Hong Kong, both in 1990. He was in private practice from 1991 until he joined the Judiciary as Magistrate in 1998. He was appointed as District Judge in 2007.

Her Honour Judge Mimmie Chan Mei-lan

     Her Honour Judge Chan was born in Brunei in 1956. She obtained LL.B. and P.C.LL. from the University of Hong Kong in 1980 and 1981 respectively. She was admitted as a solicitor in Hong Kong in 1983, in England and Wales in 1987 and in Singapore in 1991. She was in private practice from 1983 until she was appointed as District Judge in 2007.
