Senior appointments (with photos)

     The Government announced today (June 29) the following senior appointments:

(a) Mr Joshua Law Chi-kong, Permanent Secretary for Constitutional and Mainland Affairs, will assume the post of Permanent Secretary for Security on July 25, 2012;

(b) Ms Chang King-yiu, Permanent Secretary for Security, will assume the post of Permanent Secretary for Constitutional and Mainland Affairs on July 25, 2012;

(c) Ms Annie Tam Kam-lan, Director of Lands, will assume the post of Permanent Secretary for Labour and Welfare on July 1, 2012; and

(d) Ms Alice Lau Yim, Secretary-General, Office of the Chief Executive-elect, will assume the post of Permanent Secretary, Chief Executive's Office on July 1, 2012.

     Commenting on the appointments in the Administrative Service, Secretary for the Civil Service, Miss Denise Yue, said, "The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead."

     Brief biographical notes on the four officers are set out below:

Mr Joshua Law Chi-kong

     Aged 55. Mr Law joined the Administrative Service in September 1980 and rose to his present rank of Administrative Officer Staff Grade A1 in September 2005.

     Mr Law has served in various bureaux and departments including the former Urban Services Department, the former Office of the Unofficial Members of the Executive and Legislative Councils, the former City and New Territories Administration, the Hong Kong Economic and Trade Office in New York, the former Lands and Works Branch, the former Works Branch, the former Constitutional Affairs Branch, the former Civil Service Branch, the former Education and Manpower Branch and the Chief Executive's Office. He was Director-General of Trade (later renamed Director-General of Trade and Industry) from August 1999 to September 2002, Permanent Representative of the Hong Kong Special Administrative Region of China to the World Trade Organisation from September 2002 to August 2004, and Permanent Secretary for the Environment, Transport and Works (Transport) (later renamed Permanent Secretary for Transport and Housing (Transport)) from August 2004 to July 2007. Mr Law has been Permanent Secretary for Constitutional and Mainland Affairs since July 2007.

Ms Chang King-yiu

     Aged 50. Ms Chang joined the Administrative Service in August 1983 and rose to her present rank of Administrative Officer Staff Grade A1 in April 2009.

     Ms Chang has served in various bureaux and departments, including the former City and New Territories Administration, the former Medical and Health Department, the former Transport Branch, the former Security Branch, the former Planning, Environment and Lands Branch, Home Affairs Department, the former Home Affairs Branch and the Security Bureau. She was Deputy Director of Administration from October 2000 to March 2004, Director of Administration from March 2004 to February 2006, and Permanent Secretary, Chief Executive's Office from February 2006 to October 2007. She has been Permanent Secretary for Security since October 2007.

Ms Annie Tam Kam-lan

     Aged 55.  Ms Tam joined the Administrative Service in August 1980 and rose to her present rank of Administrative Officer Staff Grade A in April 2008.

     Ms Tam has served in various bureaux and departments, including the former Civil Service Branch, the former New Territories Administration, the former City and New Territories Administration, the former Home Affairs Branch, the former Health and Welfare Branch, the former Economic Services Branch, the former University and Polytechnic Grants Committee, the former Chief Secretary's Office, the former Constitutional Affairs Branch, and the former Government Supplies Department. She was Deputy Secretary for Information, Technology and Broadcasting (later renamed as Cyberport Co-ordinator) from July 1999 to October 2002, Director of Administration and Development of Department of Justice from October 2002 to November 2006, and Deputy Secretary for Housing, Planning and Lands (Planning and Lands) from November 2006 to June 2007. She has been Director of Lands since July 2007.

Ms Alice Lau Yim

     Aged 44. Ms Lau joined the Administrative Service in August 1990 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2011.

     Ms Lau has served in various bureaux and departments, including the former Monetary Affairs Branch, the former Chief Secretary's Office, Central Policy Unit, the former Constitutional Affairs Branch (later renamed Constitutional Affairs Bureau), the former Finance Bureau, Chief Secretary for Administration's Office and the former Economic Services Bureau (later renamed Economic Development and Labour Bureau). She was Secretary, Committee on Review of Public Service Broadcasting from February 2006 to March 2007, Deputy Director of Food and Environmental Hygiene (Environmental Hygiene) from April 2007 to March 2010 and Deputy Secretary for Financial Services and the Treasury (Treasury) from March 2010 to March 2012. She has been Secretary-General, Office of the Chief Executive-elect since March 2012.
