Land sites allocated for development of two self-financing tertiary institutions

The Education Bureau (EDB) announced today (May 31) the allocation results of two land sites under the Land Grant Scheme. The two land sites will be used by two post-secondary institutions for the construction of purpose-built campuses and the operation of self-financing, full-time, locally accredited degree programmes.

The new campuses will be developed at the following locations:

Land Site                Prospective Operator

J/O Wing Tai Road and    Technological and Higher
Shing Tai Road,          Education Institute of
Chai Wan East            Hong Kong, Vocational
                         Training Council

The Government invited applications from non-profit-making education institutions for the operation of locally-accredited degree programmes on these land sites in November 2011. At the close of applications on February 24, 2012, a total of three institutions had submitted applications for the two land sites.

"On the advice of an independent Selection Committee, the Secretary for Education decided that Caritas Institute of Higher Education and the Technological and Higher Education Institute of Hong Kong should be earmarked as the prospective operators for the two sites," a spokesman for the EDB said.

The Selection Committee comprises eight non-officials (including the Chairman) and one official member. The recommendation was made after detailed examination of the applicants' educational development and site development proposals. The process is fair and competitive. Only applications with the highest quality are selected.

"The Government will allocate the two land sites at a nominal premium. This will increase access to tertiary education and facilitate the diversification of the higher education sector. It also demonstrates the Government's strong commitment to supporting the healthy development of the self-financing sector," the spokesman added.
