Broadcasting Authority's deliberations in February

The following is issued on behalf of the Broadcasting Authority:

     This press release summarises the outcome of the Broadcasting Authority (BA)'s deliberations in February 2012:

     At its meeting in February 2012, the BA considered four complaint cases in respect of licensees' non-compliance with the relevant codes of practice on programme and advertising standards:

(a) complaints about the television programme "Dolce Vita" broadcast on the HD Jade Channel of Television Broadcasts Limited (TVB) on October 8, 2011.  The BA decided that TVB should be warned to observe more closely the relevant provisions in the Generic Code of Practice on Television Programme Standards (TV Programme Code) and Generic Code of Practice on Television Advertising Standards;

(b) complaints about the television programme "Hannibal" broadcast on the Pearl Channel of TVB on September 30, 2011.  The BA decided that TVB should be strongly advised to observe more closely the relevant provisions in the TV Programme Code; and

(c) a complaint against the radio programme "No. 4 Mount Davis" broadcast on the CR2 Channel of Hong Kong Commercial Broadcasting Company Limited (CR) on November 20, 2011.  The BA decided that CR should be strongly advised to observe more closely the relevant provisions in the Radio Code of Practice on Programme Standards (Radio Programme Code); and

(d) complaints about the radio programme "The Summit" broadcast on CR1 Channel of CR on November 21, 2011.  The BA decided that CR should be advised to observe more closely the relevant provision in the Radio Programme Code.

     The BA noted that in January 2012, the Commissioner for Television and Entertainment Licensing (CTEL) dealt with 106 cases (178 complaints) under its delegated authority, of which seven cases (nine complaints) were classified as minor breaches and 75 cases (107 complaints) were found to be unsubstantiated. The remaining 24 cases (62 complaints) were found to be outside the ambit of the Broadcasting Authority Ordinance. The monthly figures of complaints dealt with by CTEL from January 2011 to January 2012 are shown in Figure 1.
