Voter registration arrangements for District Council (second) functional constituency

     The Registration and Electoral Office (REO) has started to send letters to all registered electors in batches this month (February) to inform them of the voter registration arrangements for the new District Council (second) functional constituency (FC).

     In the 2012 Legislative Council Election, there will be a new District Council (second) FC which will return five members to the Legislative Council. With the introduction of this new FC, all electors will have one vote for a geographical constituency (GC) and one vote for an FC.

     "In accordance with the legislation, all GC electors who are not registered in any FC will be automatically registered in the District Council (second) FC, unless they elect not to be so registered," a spokesman for the REO said today (February 17).

     "FC electors (except for those for the Heung Yee Kuk FC, Agriculture and Fisheries FC, Insurance FC, Transport FC, and District Council (first) FC) may also choose to change their registration to become electors for the District Council (second) FC instead of the FC for which they are currently registered," he said.

     Details of the voter registration arrangements for the District Council (second) FC are set out in the letter sent to electors by the REO.

     "The letter will also appeal to electors to inform the REO if their address or other registration particulars are incorrect or have changed.

     "Electors are also encouraged to provide their email address, which will be provided to candidates for sending election advertisements," the spokesman said.

     Forms for updating voter registration particulars can be obtained from the REO or the District Offices. They can also be downloaded from the voter registration website (www.voterregistration.gov.hk).

     To ensure the accuracy of voter registration particulars, people are urged to return to the REO any electoral mail that is wrongly delivered.

     "To facilitate follow up action by the REO, members of the public are advised to put a tick in the appropriate box on the envelope to indicate the reason for returning the letter, before returning the wrongly delivered mail," the spokesman said.

     To promote public awareness of voter registration arrangements for the District Council (second) FC, publicity materials including television and radio Announcements in the Public Interest, posters and newspaper advertisements will be rolled out today. Publicity to remind electors to update their registration particulars will also be launched on the same day.
