The Leisure and Cultural Services Department (LCSD) has invited members of the public to submit artwork proposals for the "Public Art Scheme of the Town Park, Indoor Velodrome-cum-Sports Centre in Area 45, Tseung Kwan O". The public art scheme, which aims to promote art and engage the public in artistic creations, is managed by the LCSD in partnership with the Architectural Services Department (ArchSD) and organised by the Art Promotion Office (APO).
A town park and an international competition-standard indoor velodrome and sports centre is being built at the junction of Po Hong Road and Wan Po Road in Tseung Kwan O, Sai Kung District, and will occupy an area of about 6.9 hectares. The velodrome will be the first of its kind in Hong Kong and will provide a venue for top-level cycling training and international competitions as well as serving as a multi-purpose facility suitable for various indoor sports. To help improve the adjacent environment, some green features with energy conservation measures have been designed and adopted for the site. Upon completion, the Centre will be a landmark in Tseung Kwan O.
In recognition of the significant role art plays in a city, the LCSD is inviting artists from Hong Kong, Mainland China and overseas to participate in the art scheme with the aim of enhancing the artistic elements incorporated into this major recreational public infrastructure.
"Sport" has been adopted as the theme of the art scheme. Participants are requested to submit proposals for artworks that focus on the theme, are technically feasible and will beautify the environment, as well as bring distinctive character to the site. Artworks proposed should be suitable for exhibition in a barrier-free setting so as to facilitate full appreciation by and interaction with a public audience of diverse ages and backgrounds. All proposals and artworks submitted should be original works by the participants. There are no restrictions on media or presentation form excepting that there will be a maximum size stipulated for each artwork. Participants must be prepared to carry out a dummy production and installation of the proposal if commissioned.
The scheme comprises a two-stage process. The first stage involves the short-listing of preliminary proposals for further assessment. Final decisions will be made during the second stage. All proposals will be assessed by an adjudication panel comprising members of the Art Museum Advisory Panel, Dr Ho Siu-kee, Mr Raymond Fung and Ms Rosanna Li; internationally renowned artist Mr Yue Minjun; Senior Project Manager of the ArchSD, Mr Frank Wong; District Leisure Manager (Sai Kung) of the LCSD, Mr Francis Wong; Chief Curator of the APO, Ms Lesley Lau; and two Sai Kung District Council members.
The assessment and selection of proposals during the first stage will be based on innovation, uniqueness, aesthetic quality and artistic merit; artistic value and in relation to the public and in response to the theme; ability to present ideas; experience and ability to organise and construct public artworks; and technical considerations.
The assessment and selection criteria for the second stage are based on aesthetics and artistic expression and whether a high standard of artwork has been achieved; artistic value and the ability to develop and communicate the concept and idea; ability to create artwork that engages with a broad cross-section of the public; technical considerations; the way in which the proposal would meet the various criteria of the artist's brief, including its appropriateness in terms of scale, materials, durability, suitability for display and use; public safety and maintenance issues; the ability to meet the construction and production time frame; the proposed budget and time needed; and respect for the function and design of the site.
The budget ceiling for each commissioned artwork is $800,000, which covers all the direct and indirect costs incurred by the commissioned participants in the course of implementing the commissioned artworks. The costs are all-inclusive, covering areas such as the artist's fee and design fee, fees and costs regarding travel and accommodation (if required), material costs, support and fabrication, the feasibility study report fee and artwork structural integrity and safety certificate by the registered structural engineers, attendance of meetings, production and installation, stand and finishing, the lighting system and associated devices, insurance, transportation, storage, documentation, translation (if required), cleanup and maintenance costs during the one-year warranty by the participants, and any other expenses.
Interested parties should submit their preliminary proposals by post or by hand to the APO's "Collection Box" no later than 9pm on March 31. All short-listed, selected and commissioned participants will receive notification. The results of the selection process will be announced on the webpage of the APO in due course and will not be given over the telephone.
