Following is the speech by the Chief Secretary for Administration, Mr Stephen Lam, at the opening ceremony of the Child Development Matching Fund Carol Singing Festival at Times Square today (December 16):

Like Moses, first of all I'd like to say hello to our friends from overseas and the expatriate members of the Hong Kong community. You, like all the friends gathered here today, are extremely welcome. We'd like you to participate in this Carol Singing Festival so that you will also know that Hong Kong is not just a place with a lot of resources, a lot of gifts for you to buy, but this is a place with a lot of heart. And the whole purpose of this Carol Singing Contest (Festival) is to gather resources so that we can help the less well-off children among Hong Kong society to save up for the future.
