Appointments to Rehabilitation Advisory Committee announced

     The Government announced today (December 16) the re-appointment of Mr Herman Hui Chung-shing as the Chairperson of the Rehabilitation Advisory Committee (RAC) and the appointment of Dr James Joseph Lam as the Vice-chairperson. The appointments of 10 new members and the re-appointments of seven incumbent members will also take effect from January 1, 2012, for a term of two years.

     Dr James Joseph Lam is a surgeon in private practice. He has been a member of the RAC since 2006. He is also the Vice-chairman of the Hong Kong Paralympic Committee and Sports Association for the Physically Disabled.

     The 10 new members are Miss Amy Chan Lim-chee, Professor Eric Chen Yu-hai, Ms Cheng Yuk-chun, Mr Ho Siu-yu, Dr Edith Kwan Ngan-hing, Mr Li Fung-lok, Mr Ng Po-keung, Professor Cecilia Tsang Wai-ping, Mr Wilfred Wong Kam-pui and Mr Billy Yau Wai-lok.

     The seven incumbent members re-appointed are Mr Allen Chan Kam-yuen, Mr Sam Lee Yuen-tai, Mrs Virginia Ma Lo Kam-wah, Mr Wilfred Ng Sau-kei, Ms Scarlett Pong Oi-lan, Ms Deborah Wan Lai-yau and Mr Yu Bun.

     Welcoming the appointments, the Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, said, "The RAC has been playing an important role in the development of Hong Kong's rehabilitation policies and services. With the new term appointments, I look forward to the committee's continuous collaboration with the Government, the rehabilitation sector and various sectors of the community to further promote the spirit and core values enshrined in the United Nations Convention on the Rights of Persons with Disabilities. I will count on  members' valuable advice on the further enhancement of rehabilitation services."

     Mr Cheung also thanked the outgoing Vice-chairman, Mr Raymond Lee Man-chun, and members Professor Chetwyn Chan Che-hin, Mr Cheung Tak-hai, Dr Ernest Lee Shu-wing, Mr Hansen Lee Hong-kong, Mr Mok Kim-wing, Mrs Connie Lo Ng Wai-fun, Ms Ann So Lai-chun, Professor Tang Siu-wa and Mr Tse Ming-ho for their active participation and valuable contributions during their tenure.

     "They have not only tendered insightful and constructive advice, but also fostered closer partnership with the business sector, rehabilitation sector and local community in the promotion of inclusiveness and equal opportunities of persons with disabilities," Mr Cheung added.

     Brief biographical information on the 10 new members are set out below:

     Miss Amy Chan Lim-chee is the Racing Talent Development Manager and Headmistress of the Apprentice Jockey's School of the Hong Kong Jockey Club. She actively participates in the promotion of sports for the disabled and is a member of the Hong Kong Paralympians Fund Management Committee and the Sports Commission.

     Professor Eric Chen Yu-hai is the Professor and Honorary Consultant of the Department of Psychiatry at the University of Hong Kong. He is also the Director of the Jockey Club Early Psychosis Project and Chairman of the Hong Kong Early Psychosis Intervention Society.

     Ms Cheng Yuk-chun is the Vice-chairperson of the Hong Kong Joint Council of Parents of the Mentally Handicapped. She has also been a member of the RAC Sub-committee on Public Education on Rehabilitation since 2010.

     Mr Ho Siu-yu is the Principal of Shatin Public School. He is a member of the Committee on Special Education Needs of the Curriculum Development Council and has substantial experience in the field of special education.

     Dr Edith Kwan Ngan-hing is an information technology professional. She is a member of the Central Committee on Information Technology for Rehabilitation Services, the Joint Committee on Information Technology for the Social Welfare Sector and Vice-chairperson of the Hong Kong Society for Rehabilitation.

     Mr Li Fung-lok is the Managing Director and General Manager of a garment manufacturing company.  He has been a member of the RAC Sub-committee on Access since 2006 and has participated in a wide range of community services, including Scouts and Junior Police Call.

     Mr Ng Po-keung is a District Councillor of the Kowloon City District Council.  He has been the district co-ordinator on International Day for Disabled Persons and co-ordinated the organisation of a series of annual activities to promote the employment of persons with disabilities and the building of a barrier-free environment in the district.

     Professor Cecilia Tsang Wai-ping is the Professor and Associate Head of the Department of Rehabilitation Sciences at Hong Kong Polytechnic University. She specialises in physical and paediatric rehabilitation and has participated actively in training and consultancy projects in rehabilitation sciences and voluntary service in the rehabilitation sector.

     Mr Wilfred Wong Kam-pui is the Immediate Past President of the Hong Kong Institute of Human Resources Management and a seasoned professional in business administration. He is also a member of a number of advisory committees, including the Committee on Vocational Training for People with Disabilities of the Vocational Training Council.

     Mr Billy Yau Wai-lok is an Executive Committee Member of the Hong Kong Blind Union.  He started his career as a teacher after graduation from the University of Hong Kong and has a keen interest in the development of technical aids and barrier-free facilities to facilitate persons with visual impairment in employment, social activities and daily living.

     The RAC was set up in 1977 to serve as the principal advisory body to the Government on the development and implementation of rehabilitation services and matters pertaining to the well-being of persons with disabilities in Hong Kong. With the application of the United Nations Convention on the Rights of Persons with Disabilities to Hong Kong since August 31, 2008, the RAC has also taken on the role of assisting the Government in promoting and monitoring the implementation of the Convention in Hong Kong.
